UNANIMOUSLY RESOLVED that:
a. The application for rezoning of Erf 276, Bakkershoogte, from Single Residential Zone 1 to Subdivisional Area for General Residential Zone I and Transport Zone 2 purposes BE APPROVED in terms of Section 98(b) of the Municipal Planning By-Law, 2015, subject to the conditions contained in Annexure A.
b. The application for subdivision of Erf 276, Bakkershoogte, into Portion A, Portion B and a Remainder, as indicated on plan no C5937-SUB276A dd January 2020, BE APPROVED in terms of Section 98(b) of the Municipal Planning By-Law, 2015, subject to the conditions contained in Annexure A.
c. The application for subdivision of the proposed Remainder Erf 276, Bakklershoogte, into 25 General Residential Zone I erven: 21 group housing erven, 3 open space erven and 1 private road erf, as indicated on plan no C5397-SUB276/2 dd May 2020, BE APPROVED in terms of Section 98(b) of the Municipal Planning By-Law, 2015, subject to the conditions contained in Annexure A.
d. The Site Development Plan for a group housing complex of 21 units on Remainder Erf 276, Bakkershoogte, as indicated on dwg no 4450-MAP PROPERTY-rev 01 dd June 2020, sheets 1 – 1, BE APPROVED in terms of Section 98(b) of the Municipal Planning By-Law, 2015, subject to the conditions contained in Annexure A.
REASONS FOR DECISION
The MPT APPROVED the application for the reasons set out in the Planner’s Report.
Amend 6.1.4 as follows:
Any negative impacts of the higher density complex can be addressed through appropriate conditions of approval, including landscaping, a control over height and compliance with the 3m external common boundary building lines
Delete reason 7.5
Amend Annexure A:
1.3 Subdivision of the proposed Remainder of Erf 276, Bakkershoogte, into 25 General Residential Zone I erven: 21 group housing erven, 3 open space erven and 1 private road erf, as indicated on plan no C5397-SUB276/2 dd May 2020
Amend condition 2.3 as follows:
2.3. That an amended landscaping plan detailing the treatment of the open space areas, especially the interface with Old Stellenbosch Road and Barlinka Avenue, is to be submitted for approval by the authorized official
Amend condition 2.4 as follows:
2.4. That a Construction Management Plan is to be submitted for approval by the authorized official
Amend condition 2.7 as follows:
2.7. That the Constitution of the OA is to be submitted for approval by the authorized official
Amend condition 2.6, bullet point ‘b’ as follows:
Enforcing compliance with the architectural Site Development Plan and Landscaping Plan, especially with respect to the retention of trees.
Under paragraph 2.29, add a ‘note’ to read as follows:
NOTE: In the detail design of the access and egress to the development, that attention also be given to the intersection between La Barrage and Barlinka Avenues
