UNANIMOUSLY RESOLVED that:
The application in terms of Section 42(b) of the City of Cape Town Municipal Planning By-Law, 2015 for a temporary land use departure in order to permit sand mining (removal and leveling of a sand dune) on Erf 51883, Morgans Village, Mitchells Plain, BE APPROVED in terms of Section 98(b)(iii) of the City of Cape Town Municipal Planning By-Law, 2015 subject to the conditions attached to Annexure A.

REASONS FOR DECISION
The MPT APPROVED the application for the reason set out in the Planner’s Report and agreed to amend as follows:

7.1.2 The proposal holds positive social impacts for the surrounding community because it opens up a significant land parcel for future developments

7.1.6 The proposal poses no significant adverse traffic, parking and safety impacts.

Add new:
7.1.7 The proposal has positive economic benefits for the area and city in terms of mineral resources
7.1.7 The existing ecological characteristics of the site and questionable future sustainability of ecological management indicate that the site will not have a long-term role for environmental conservation

Amend Annexure A:
Add new 2.6 as follows:
The owner shall implement surveillance and security measures on a regular basis to discourage unauthorized land occupation for the duration of this approval

Old 2.6 becomes 2.7; update subsequent numbering sequence accordingly
Correct paragraph number 2.1.2 to be 2.13
