REASONS FOR DECISION:
The MPT APPROVED the application for the reasons set out in the Planner’s report except reason 2 which is amended as follows:
2. The owner commenced with the land use in contravention of the MPBL and DMS. The poor conduct of the applicant cannot be condoned
