UNANIMOUSLY RESOLVED that:
a. The application for consent use in terms of Section 42 (i) of the City of Cape Town’s Municipal Planning By-Law, 2015 to permit a place of instruction in the form of an ECD Centre (Crèche) which will accommodate maximum of 36 children age 0 months to 5 years old on erf 18217, 1 Spier Close, Westridge, BE APPROVED in terms of Section 98(b)(iii) of the City of Cape Town Municipal Planning By-Law, 2015 subject to conditions as contained in Annexure A and Annexure B for notification.
b. The application for permanent departures in terms of Section 42(b) of the City of Cape Town Municipal Planning By-Law, 2015 on erf 18217, 1 Spier Close, Westridge as contained in Annexure A BE APPROVED in terms of Section 98(b)(i) of the City of Cape Town Municipal Planning By-Law, 2015.
REASONS FOR DECISION
The MPT APPROVED the application for the reasons set out in the Planner’s Report.
Amend Annexure A:
Correct numbering of paragraph 1.2.2 to 1.2.1
Add new 1.2.2:
A parking departure shall be 1 bay in lieu of 4 parking bays
Amend 2.3 as follows:
The number of children on the property at any one time in relation to the ECD centre, shall not exceed 34 children or less, as determined by the Health department
Delete 2.5 and 2.7 in Annexure A of the case officer’s report
Add new 2.5:
No vehicular access shall be permitted onto the subject property which leads onto play areas during operating hours of the ECD centre
