The applicant, Elco Property Developments, declined the opportunity to speak to this application.

Representing the objector, Messrs Ben Schoeman and Fred Durow’s main points were around the character, traffic and parking issues, omission of DMS land use application, incomplete HWC permit, height and bulking ito scale, building form and design, and the lack of interface with the street.

After extensive discussion, the panel UNANIMOUSLY AGREED that this item be REFERRED BACK. The planner was requested to clarify issues around the departures in Jordaan Street, with particular reference to the demolition of the wall on Buitengracht Street. Concerns related to the carriage way crossing and whether it is compliant with Council policy, especially the Tall Buildings Policy, need to be clarified.

This application will be considered at a different panel meeting. The Secretariat to ensure that the full audio recording, planner’s report and relevant information is sent to the panel that will consider the item, timeously.
