PROGRESSIVE CAPITAL EXPENDITURE REPORT AND OPERATING WARD & SUBCOUNCIL ALLOCATIONS: AUGUST 2023
Ward 30 Projects
Ald Jacobs picked up that Annexure B of the report was not included.
Mr. Daniels apologized for the omission of Annexure B and requested the Subcouncil Chairperson to allow him to circulate the item after the meeting.
The Subcouncil Chairperson accepted the request.
Electrification project: Ald Jacobs raised a concern about the change of change of amount for the Electrification project from 3 Million to 2 Million.
Mr. Daniels promised to follow up about the Electrification project and to provide the feedback to Cllrs.
CCTV Cameras: She wanted to find out the location of 17 cameras.
Scheldt Park Road: She referred to page 182 and mentioned that she is waiting on a meeting date for this project.
She requested Manfred to identify the courts they are going to fence.
Manenberg PTI: She requested feedback on this project indicating that during the first engagement it was resolved that there will be a follow up meeting with community stakeholders but there has been no feedback for Two (2) months.
Melani Ohlson indicated that there was work done by MURP; they need to combine the work into One (1) plan before scheduling the second Stakeholder engagement meeting.
Traffic calming measures: Mr. Lategan indicated that the traffic calming projects in ward 30, 46 and 49 for the current financial year are in planning and costing phase. He promised to send the progress reports to the Subcouncil.
Ward Allocations 2023/24 Area Cleaning: Mr. Ngwetjana indicated that he is responsible for implementing this project. The project will employ 37 EPWP workers across the wards to clean and collect waste. 7 EPWP workers will be allocated to each ward. The project duration is Hundred and Five (105) weekdays from Monday to Friday, the project is anticipated to end in March 2024.
Ward 40 Projects
Cllr Ngcombolo indicated that there are no capital projects in ward 40 and was happy with the progress of other projects.
Ward 44 Projects
CPX.0022718-F2 NMT Heideveld: Mr. Links gave an update on the Multi-ward project as follows:
They are preparing the tender document and have completed detailed design stage gate in July.
Cllr Moses wanted to find out which if there were any challenges that were raised during the public participation period. He added that the current status of the ward such as traffic, building of new Shoprite and pedestrians crossing the road under the influence of alcohol might have a negative impact in the implementation of NMT.
He further requested for Vanguard Mall challenge to be added in the Activity day meeting Agenda. Inviting Tim De Villiers to do an assessment of the area; Law enforcement to do an inspection and Informal economic development.
Mr. Links indicated that the public participation process is completed and there were no objections to the application. But concerns of offering the service to shared facilities was identified. They have a close out report and the project is anticipated to commence in October 2023.
He added that that they will not be able to add any additional work to the project at this stage, they consulted with Mr. De Villiers who was part of the design approval team. However, they can do an assessment of the current situation, identify what needs to be improved and include that in future projects.
Ward 46 projects
Cllr Cassiem was happy with the feedback provided for traffic calming and parks projects.
Ward 49 projects
Cllr Adams identified the need to market Athlone Stadium as it is an iconic place. He further requested for a Site Visit to be arranged to Athlone Stadium.
Lab Refurbishment Budget of R400 000: R107 000 was spent to place an order to for a Four (4) by Four (4) mobile truck and the department is waiting for the delivery of the truck. Further R200 000 will be spent to retrofit the mobile lab. The outstanding funding will be used for roller binds in the new labs.
Cllr Adams requested clarity on the balance of funds on Athlone Community Centre project.
He was happy with the progress of the Three (3) parks project and requested Mdumiseni Kahla to give a detailed feedback. He further requested for another site visit to the affected areas.
Mr. Kahla indicated that he has sent back the revised quotations to the Service provider and is still waiting for it to be sent back to him. After receiving the quotations he will engage with Cllr Adams for the site visits.

He further requested for an update on Vygieskraal and Bridgetown.
Mr. Daniels read out the feedback submitted by Mr. Mohamed as follows:
A contractor has been appointed for Vygieskraal and Bridgetown. His office has requested assistance regarding the appointment process of a CLO. A meeting has been scheduled for 19 September 2023.
