Resolution detail

It is Recommended that the Sub Council Recommend (in term s of Sub Council delegation) that the Executive Mayor, together with the Mayoral Committee, recommend to Council that:
 

1. Based on the process prescribed in the Informal Trading By-La w Council adopts an informal tra din g plan for Sub council 1 as indicated in the attached Annexures A.

2. Declare the area indicated in Annexure A, which is the area of Sub-council 1 - an area in which the carrying of the business of street vendor, peddler, or hawker is prohibited, with the exception of the inform a l trading bays reflected in Annexures A.

3. Declare the areas indic ated on Annexures A as areas that are restricted to persons in possession of a valid informal trading perm it issued by the City of Cape Town for the particular trading spaces.

4. Let out the trading bays mentioned in Annexure A by means of a permit system. No Street vending, peddling or hawking are permitted in these informal trading bays if a person is not in possession of a valid permit for the particular trading spaces .

5. The trading hours for all approved informal trading sites be seasonally adapted from 08:00 to 18:00 from Thursdays to Sundays.

6. The size of all the bays will be 3 by 3 meters.This size has been determined\suggested so that maximum opportunities could be created within the space.

7. Sub-council 1 note the comments (annexure C)  from the  external Public Participation Process collected during two comment periods which ran from 12 September 2022 to 12 October 2022; 12 September 2022 to 26 October 2022 respectively and support the responses provided by Area Economic Development.

8. Subcouncil to also note that there were no objections received from the public participation process. Sub -council 1 supports and recommends to the Executive Mayor together with Mayco that  they  recommend  to Council.
