RESOLVED that,
a. Subcouncil 19 support the review of the Informal Trading Plan for Ward 69.
RECOMMENDED that,
the Executive Mayor together with the Mayoral Committee recommend to Council:
b. In terms of the process described in the Informal Trading By-law that Council adopt the Trading Plan for Ward 69, and that the following proposed areas be declared new trading spaces as indicated in Annexures A and B.

Subcouncil 19 note the comments (Annexure E) emanating from the external public participation process and support the responses provided by Area Economic Development.

Subcouncil 19 support and recommend (in terms of Subcouncil delegation) that the Mayoral Committee recommend to Council that the objections contained in Annexure E in the report be not upheld for the reasons stated in the report.

f. The area indicated in Annexures A and B to be delclared areas in which the commencemen of businss of street vendors, peddlers or hawkers is prohibited, and replaced by the informal trading bays displayed in Annexures 1 and 2;

The areas indicated in Annexures A and B in Ward 69 to be declared areas that are restricted to persons with a valid informal trading permit issued by the City of Cape Town;

The trading bays mentioned in Annexures A and B to be let out by means of a permit system and that no street vending, peddling or hawking be permitted in these demarcated informal trading bays without a valid permit for the proposed informal trading bays;

The trading hours for all approved informal trading sites be from 06:00 to 19:00 from Mondays to Sundays;

In terms of the provisions of the Businesses Act, Act 71 of 1991, Council is being requested to repeal the proclamation published in the Province of the Western Cape: Provincial Gazette Notice 5609 dated 20 October 2000.
