The City of Cape Town reminder to comment on the proposed Mobility and Access Plan for the Cape Town CBD (CBDMAP).

This is the second opportunity for the public to submit their proposals; the first opportunity was earlier this year when the CBDMAP was included as part of the local spatial development framework (LSDF) for the Cape Town CBD. At its core, the draft CBD Mobility and Access Plan (CBDMAP) CBDMAP proposes a shift towards a multi-modal approach to maximise the functional capacity of the CBD for a growing number of residents and visitors, and to meet its economic development needs. <ul><li>Residents, business owners, stakeholders and the general public are encouraged to comment on the second draft of the CBDMAP. </li><li>The vision for the CBD is a safe, secure and inclusive movement network that is efficient and well-connected, providing sustainable, integrated and equitable access to opportunities for a prosperous and people-centred CBD. </li><li>The plan supports the need to accommodate the off-loading and collection of goods in enabling economic activity; and the City’s Parking Policy to address the staging of delivery bikes both on-street, and at enterprises.</li></ul>'This proposal aims to pilot the success of liveable, vibrant, productive cities worldwide which have maximised safe access to streetscapes where businesses and pedestrians flourish in traffic calmed zones and where social, cultural and commercial ventures blend into a lifestyle which offers people-centred public spaces. Given the population growth projections, the CBDMAP seeks to optimise existing transport infrastructure to enable many more people to move around the CBD in a manner that is safe, dignified, convenient, and sustainable. I encourage residents to please peruse the document and to submit comments by the end of the week,’ said the City’s Mayoral Committee Member for Urban Mobility, Councillor Rob Quintas. Objectives<ul><li>To provide safe and secure mobility options for people of all abilities</li><li>A well-connected CBD with improved walkability, more pedestrians and cyclists, and reduced travel time for public transport</li><li>Establish a diverse range of affordable and economical green mobility options with the intention of reducing reliance on private vehicles, a reduction in on-street parking, lower carbon emissions and increased public transport ridership</li><li>Promote integrated and equitable access with a focus on supporting an improved public transport modal share; more generous sidewalks; and more protected cycle lanes</li><li>Move towards a people-centred CBD where vehicular dominance and traffic volumes are reduced</li></ul>The main ideas are to improve walkability in the heart of the CBD, around the public transport stations and terminus; to promote walking and cycling within the CBD by creating a decongestion zone; and to divert through-traffic onto bypass roads, with targeted safe crossings for pedestrians and cyclists. The decongestion zone would include superblocks and slow zones. Firearm recovery rate raises red flags

Two City agencies recovered six firearms in just 36 hours over the weekend.

Law Enforcement officers recovered the following firearms on Saturday, 15 November: <ul style="list-style-type:disc;"><li>A revolver and three rounds of ammunition in Portlands, resulting in the arrest of a 19-year-old </li><li>A 15-year-old arrested in Philippi East with a pistol and three rounds of ammunition</li><li>A 9mm pistol in Hanover Park, and the arrest of a shooter, following a ShotSpotter alert</li><li>A pistol and three rounds of ammunition in Brown's Farm, with the detention of a 24-year-old</li></ul>Metro Police officers recovered two firearms in Hanover Park – one on Saturday, and one on Sunday morning, resulting in the arrest of a 17-year-old and a 20-year-old. 'These operational successes are a feather in the cap of our enforcement services, but it also highlights, time and again, the absolute dysfunction in the system. The number of firearms we're taking off our streets is simply not normal. And it feels like the supplies are replenished even faster than we're removing these from the hands of criminals. How is it that those tasked with investigating crime are unable to pinpoint and shut down these firearm supply lines, and holding to account those responsible?' said Mayoral Committee Member for Safety and Security, Alderman JP Smith. In general enforcement efforts over the past week, the City's enforcement agencies made 344 arrests. Law Enforcement officers made 159 arrests and issued 11 846 notices for various by-law and traffic infringements. Metro Police officers made 127 arrests, including 50 for driving under the influence. On the roads, the City's Traffic Services recorded 73 874 offences, impounded 217 public transport vehicles and executed 1 894 warrants of arrest. They also arrested 58 suspects – 55 for driving under the influence of alcohol, one for reckless and negligent driving and two on other charges. The Public Emergency Communication Centre logged 1 442 incidents. The top categories of assistance required were for medical incidents, by-laws, traffic and 110 incidents of fire. Emergency call-takers also dispatched assistance for 82 cases of assault, 53 incidents of domestic violence, and 58 motor vehicle and pedestrian accidents.

Project highlights include:<ul><li>Pedestrian prioritisation: Sections of Kruskal Avenue has been converted from a two-way to a one-way road, allowing for wider sidewalks and safer pedestrian circulation in a corridor that links key destinations.</li><li>Improved safety and access: The introduction of kerb extensions (bump-outs) and the rationalisation of parking have reduced traffic conflict points and improved visibility.</li><li>Shared street design: Roads and sidewalks have been constructed at one continuous level, creating a seamless pedestrian experience. Hard and soft landscaping elements have been strategically introduced to safely separate pedestrian and vehicle zones while reinforcing the pedestrian-priority environment.</li><li>Upgraded infrastructure: The stormwater system was upgraded to mitigate localised flooding. Public lighting has been replaced and modernised and new paving materials have been installed.</li><li>Greening and public amenities: The project includes the planting of 78 new trees, new benches, tactile paving to accommodate universal access and an automated irrigation system.</li><li>Improved service integration: The redesign of the Shoprite/Middestad Mall delivery area has resolved long-standing operational and safety challenges, improving circulation for both service vehicles and pedestrians.</li></ul> <img class="responsive" src="https://resource.capetown.gov.za/cityassets/Media%20Centre/kruskal3.jpg" alt="" /> Key benefits of the upgrade are:<ul><li>A safer, pedestrian-oriented public environment with improved universal access.</li><li>Stronger linkages with key destinations such as Elizabeth Park, Voortrekker Road, Bellville Station and the Public Transport Interchange.</li><li>Enhanced stormwater and lighting infrastructure to improve safety, functionality and resilience.</li></ul>‘The upgrade is a significant contribution toward showing Bellville as a more connected, accessible, and welcoming urban centre. Road maintenance and resurfacing commences in Elsies River

The City of Cape Town has started resurfacing Halt Road between Balvenie Avenue and Owen Road in Elsies River.

‘As we approach the end of a productive year, the City’s Urban Mobility Directorate is pleased to announce the start of this road rehabilitation project in Elsies River. The work entails the resurfacing of the existing asphalt surface, replacement of damaged kerbs and the reinstatement of all road markings affected during construction. This routine maintenance helps extend the lifespan of the City’s road network and ensures we keep Cape Town moving,’ said the City’s Mayoral Committee Member for Urban Mobility, Councillor Rob Quintas.The City urges residents and motorists to proceed with caution in the vicinity of the roadworks and to plan for potential delays.
