A total of R523 million has been allocated to infrastructure maintenance and pipe replacement during the 2024/25 financial year.

Due to the deteriorating condition of sewer infrastructure in the area, two separate rehabilitation projects were implemented.

Project 1: Rehabilitated 4,24km of 150mm diameter sewer mains across Market, Connaught, Rissik, Philips, Taylor, Potgieter, Prinsloo, Eland, Frederick, De Villiers, Jacaranda, Piet Retief, Hartbees, Paul Kruger, and Van Wyk Streets.

Project 2: Rehabilitated 4,2km of 150mm to 225mm sewer mains in Joubert, Connaught, Rissik, Willie Van Der Poel, Taylor, Prinsloo, Moore, Frederick, De Villiers, Vlei, Riley, and Piet Retief Streets.

Some streets were shared between the two projects due to their length.

Both projects were completed on 14 April 2025, well ahead of the anticipated completion date in June.

The rehabilitation used a cured-in-place pipe (CIPP) lining method, a widely adopted trenchless technique that restores ageing sewer mains with minimal disruption to the surrounding area. This method included:

Isolating sections of the pipeline;

Over-pumping or bypassing flows;

Inserting a resin-saturated liner into the host pipe;

Curing the liner in place;

CCTV inspections;

Robotic cutting; and

Final pipe testing.

‘Rehabilitating ageing infrastructure is part of our broader strategy to ensure more reliable sanitation services across the city. While infrastructure upgrades are essential, preventing blockages also depends on responsible usage. Flushing items like nappies, rags, and other foreign materials causes avoidable sewer overflows. We are committed to providing housing opportunities of all types to suit the individual situation of each potential beneficiary. We know that there is not one ideal type of housing opportunity for each potential beneficiary. There are various options to suit each individual's needs and financial status. The City can help each beneficiary find something suitable to their needs, depending on their personal situation, what kind of housing is available, and when.

'Knowing this, as an oversight committee, we wanted to look at two different construction projects for two very different types of housing opportunities. Today, 12 June 2025, we visited the Protea Village restitution project in Bishopscourt and the Regent Villas social housing project in Weltevreden Valley. Construction at both projects is progressing well and we look forward to visiting again in future when the projects have been completed.

'We regularly carry out a number of oversight visits in several areas around the metro to have a look at where improvements can be made. We extend our sincere gratitude to communities across the metro for working with the City as their support plays a vital role in the provision of housing opportunities. We again thank residents, the broader communities and all City teams,’ said Councillor Ntsodo.

The City offers a number of types of housing opportunities to residents. These range from social housing to Breaking New Ground (BNG), GAP housing and the Upgrading of Informal Settlements Programme (UISP). For more information on the types of housing opportunities offered, visit this page: https://bit.ly/4ifVit8 and this page to view the City's Human Settlements Strategy: http://bit.ly/CCT-HSStrategy.

The National Department of Rural Development and Land Reform’s Land Claims Commission is the lead authority in restitution matters and handles the claim process and manages the duration of the claim. In terms of restitution, the City’s role is to investigate and consider all formal claims that have been submitted on land owned by the City and to expedite the process as much as it can.

Beneficiaries of City housing projects are selected in accordance with the City's Housing Allocation Policy and Housing Needs Register to ensure housing opportunities are made available in a fair and transparent manner that prevents queue jumping and to those who qualify for housing as per the South African legislation. Cape Town urges Police Minister to expand proposal for more municipal policing powers Cape Town urges Police Minister to expand proposal for more municipal policing powers Cape Town Mayor Geordin Hill-Lewis says the City will ask Police Minister Senzo Mchunu to expand his proposal for more powers.
‘We welcome the Minister’s willingness to expand municipal policing powers, but the draft regulations are far too limited. Our officers need more than just the existing powers to search and arrest – they need criminal investigative powers to build prosecution-ready case dockets.

‘These draft regulations are an important opportunity to grant investigative powers so municipal police can gain more convictions, and remove many more criminals from the streets for the sake of long-suffering communities, where the poorest and most vulnerable are hardest hit by gang, gun, drug and extortion-related crime.

‘With investigative powers, we can vastly improve conviction rates for the over 400 illegal firearm confiscations made by City officers annually. Right now the vast majority of these cases do not go to trial due to our broken criminal justice system, with SAPS and the NPA securing convictions in just 5% of the 1 670 cases of illegal guns seized by City officers over the last four years.

‘The City will propose changes to improve these draft regulations, and have already workshopped these with SAPS and other stakeholders at a regional level,’ said Mayor Hill-Lewis.

Alderman JP Smith, Mayoral Committee Member for Safety and Security, said the City has introduced a special training module to ensure all its officers have the necessary statement-writing and docket-building skills in anticipation of the devolution of investigative powers.

‘We believe that our track record has shown that despite limited resources and policing powers, City police have made a massive impact in the fight against crime. With the necessary investigative powers are ready to do much more to improve the unacceptably low conviction rates, which our case-tracking data shows are largely due to the lack of detectives and investigative capacity within SAPS, outstanding ballistics and DNA reports, and slow court and prosecution processes,’ said Ald Smith.

The City continues to invest in growing its policing resources, including:
· Over 1 200 officers deployed to major crime hotspots via the LEAP initiative in partnership with the Western Cape Government
· Further growth of over 1 100 uniformed officers since 2021, including the upcoming deployment of 700 more officers to provide dedicated neighbourhood policing capacity in each ward and to escort service delivery teams in unsafe areas
· A major R800m safety technology investment for smarter policing, including drones, dashcams, gunshot detection, aerial surveillance, CCTV, dashcams, bodycams, automated number-plate recognition, and the digital system to coordinate it all, known as EPIC.

End

2025-06-11T22:00:00Z1
