<p>A City official will take you through a checklist and advise if another consultation is required. Your application will be uploaded with all of the requested documents onto our SAP system.</p><p>
<strong>Step 2: </strong>Once all the documentation is in order, your application will workflow to Development Management. If approval of building plans and assessment of land use applications is required for submission, the department wil assist with these processes too. <br></p>

<i class="info note"></i> </div><div class="desc"><h4>Development Charges<br></h4><p>ECDs that meet the criteria may be exempt from paying the development costs associated with land use and development applications. <br></p></div></div></span>
<p>
<strong>Step 3: </strong>Your application will then workflow to Fire and Rescue Services to assess the ECD facility for compliance with the National Building Regulations. If the facility meets the requirements, Fire and Rescue Services will issue a fire safety clearance. This ensures that your fire escape plan is correct, the firefighting equipment is suitable, and the fire exits are unobstructed and available when the premises is occupied.</p><p>
<strong>Step 4: </strong>Environmental Health is the final department that the application flows to and is responsible for assessing ECD centres for compliance with health requirements and issuing of health clearance certificates.</p><p>
<strong>Step 5: </strong>You will be contacted pending the outcome of your submission via SMS and email. </p><p>Download

<h2 class="sectHeading">Register with provincial government<br></h2></span>
<p>Once you have completed your registration with the City, you will then need to
<a href="https://www.westerncape.gov.za/service/how-register-ecd-partial-care-facility-0" target="_blank"> register your ECD centre with provincial government’s Department of Social Development<i class="icon link-external"></i></a>. </p><p>
<strong>Step 1:</strong> Develop a business plan for your centre. This plan must contain the following details: </p><ul><li>Business hours of the partial care facility.</li><li>Fee structure.</li><li>Day care plan.</li><li>Staff list.</li><li>Disciplinary policy.</li></ul><p>
<strong>Step 2:</strong> Develop a constitution for your ECD centre. It must contain the following:</p><ul><li>Name of the centre.</li><li>Types of services to be provided.</li><li>Composition, powers and duties of the management.</li><li>Powers, obligations and undertaking of management and, where applicable, to delegate all authority for the care, management and development of children to the head of the centre.</li><li>A procedure for changing the constitution.</li><li>A commitment from management to ensure compliance with the national norms and standards for childcare facilities.</li></ul><p>
<strong>Step 3:</strong> Visit the Department of Social Development and meet with a social services professional. They will need to assess your proposal and make an official report on its viability.</p><p>
<strong>Step 4:</strong> Download and complete the Application for Registration of a Partial Care Facility form at the bottom of the page. </p>

<b>Include the following along with your application form:</b></p><ul><li>details of the ECD centre manager's skills along with copies of their childcare qualifications</li><li>a report by social services professional on the viability of the proposal (see step 3 above)</li><li>a business plan</li><li>the centre’s constitution</li><li>zoning and land use certificates as required</li><li>original copies of approved building plans or, copies of submission if plans are awaiting approval</li><li>an emergency plan</li><li>clearance certificates stating that the names of the applicant and all staff members do not appear on the National Register for Sex Offenders</li><li>health clearance certificate</li></ul></div></div></span>

<strong>Step 6:</strong> Once your application has been received, it will be sent to the Provincial Department of Health for an evaluation on the acceptability of the premises as an ECD centre. If there are requirements that still need to be met, you will be notified by the department and given six months to comply. A site inspection will be conducted to confirm that you have met all the requirements.</p><p>
