This allows you to settle your debt (overdue account payments) with the City over an extended period of time.</p></div> | <h2 class="sectHeading">Residential properties</h2><p>
<strong>Step 1: </strong>Visit your nearest
<a href="https://www.capetown.gov.za/Explore%20and%20enjoy/See-all-city-facilities/our-service-facilities/Walk-in%20centres">Walk-in Centre</a> or email <em><a href="mailto:payment.arrangements@capetown.gov.za">payment.arrangements@capetown.gov.za</a></em>.</p><p>
<strong>Step 2:</strong> Before we can start the payment plan, you will need to pay your current account upfront as well as an additional sum towards the outstanding amount. This amount will be determined at the Walk-in Centre based on your account history.</p><p>If your water or electricity was disconnected due to outstanding payments, the
<a href="https://www.capetown.gov.za/Family%20and%20home/See-all-City-facilities/Our-service-facilities/Walk-in%20centres">cash office/walk-in centre</a> will request reconnection on your behalf once the payment plan has been arranged. </p><p>It may take
<strong>up to 48 hours </strong>for the water and/or electricity supply to be reconnected.</p><p>The documents required to arrange the payment plan will depend on your situation, see details below:</p><h4>If you are the property owner:<br></h4><ul><li>Proof of identity of all owners </li><li>Proof of income and all bank statements for the last three months of all owners </li><li>If you are unemployed, an affidavit confirming this </li><li>Authority to bind a legal entity to an arrangement </li><li>An upfront payment of the current amount outstanding on all municipal accounts, as well as an additional payment towards arrears in terms of the City's
<a href="https://resource.capetown.gov.za/documentcentre/Documents/Bylaws%20and%20policies/Credit%20control%20and%20Debt%20collection%20policy.pdf" target="_blank">Credit Control and Debt Collection Policy</a>.

<h4>If you are a tenant renting a property, and the owner of the property is untraceable:</h4><p>An affidavit that certifies:</p><ul><li>that at the first reasonable opportunity, you agree to notify the owner of the current situation.</li><li>that the whereabouts of the property owner is untraceable or unknown;</li><li>the last known address of the owner</li><li>the rent that is due on the property </li></ul><h4>Additional documents required:</h4><ul><li>Identification Documents (ID)</li><li>Proof of income</li><li>3 months’ bank statements</li><li>Affidavit if unemployed</li><li>A lease agreement to prove that you have the right to occupy the property</li></ul><p>If the account is in more than one person’s name, then you must provide a letter of consent from all account holders as well as all the documents mentioned above.</p><h4>If you are a tenant renting a property, and you have the owner’s consent to make payments on their behalf:</h4><ul><li>Letter of consent from the owner of the property </li><li>IDs (tenant's and owner's)</li><li>Proof of income (from tenant)</li><li>3 months’ bank statements</li><li>Affidavit if unemployed</li></ul><p>If the municipal account is in more than one person’s name, then a letter of consent will be required as well as all the documents above.</p>

<h4>If you are a property owner living overseas:</h4><ul><li>IDs (You must provide the IDs of all account holders)</li><li>Pay slips (for all account holders) </li><li>3 months’ bank Statements (For all account holders) </li><li>Proof of payment for your current account as well as 10% of the arrears</li><li>Letter indicating what type of arrangement you are proposing</li></ul><p>If the municipal account is in more than one person’s name, then a letter of consent will be required as well as all the documents mentioned above. </p>

<a href="mailto:payment.arrangements@capetown.gov.za">payment.arrangements@capetown.gov.za</a></em>.</p><h4>The following is mandatory for business payment plans:</h4><ul><li>Your account balance will be placed on a 6-month instalment plan</li><li>You will be required to pay 50% of the balance upfront</li></ul><h4>Documents required:</h4><ul><li>3 months’ bank statement</li><li>CK/CM/Trust document depending on the type of organisation</li><li>Letter of consent signed by director/owners/member depending on the type of organisation </li><li>Letter of consent must indicate the type of arrangement being authorised </li></ul><h2 class="sectHeading">Writing off your debt</h2><div>If you would like to have your debt written off, please contact us directly to find out if you qualify. </div><div>
<br>The following categories could qualify for debt write-off:<br></div><div><ul><li>Arrears for debt (property rates and services, sundry charges) older than
<strong>30 June 2020</strong> provided that you enter into a payment arrangement with the City. If you fail to fully adhere to your payment arrangement, which includes the payment of your current account, the written-off debt will be placed back on your account.
<strong>This benefit will only be available until 30 June 2024.</strong></li><li>Debt on all residential indigent properties
<strong>(This is a once-off concession)</strong>.</li><li>Debt older than
<strong>30 June 2020</strong>, linked to the City housing rental debtors and Property Management Department lease debtors, provided that you enter into a payment arrangement with the City. If you fail to fully adhere to your payment arrangement, which includes the payment of your current account, the wtritten-off debt will be placed back on your account.
