<h2 class="sectHeading">About</h2></span>
<p>Registered organisations currently operating in the rough sleeping sector can submit their project proposals to manage City-owned shelter facilities, formally referred to as Safe Spaces, across Cape Town as part of the City’s Street People Programme. </p><p>The City intends to step back from direct service delivery, and rather support and enable the sector to continue its impactful work. Despite the constitutional framework, the City has been compelled to respond to the growing crisis of rough sleeping, particularly during the pre- and post-Covid-19 periods. </p><p> This call aligns with the City’s approved
<a href="https://resource.capetown.gov.za/documentcentre/Documents/City%20strategies%2c%20plans%20and%20frameworks/Strategy_to_Reduce_Rough_Sleeping.pdf" target="_blank">Strategy to Reduce Rough Sleeping </a>and seeks to support organisations with a proven track record in managing shelters and delivering developmental, reintegration-focused services.</p><h4>NPO’s should aim to:</h4><ul><li>Provide safe, dignified, and developmentally responsive shelter for people experiencing rough sleeping. </li><li>Offer reintegration support including psychosocial services, job-readiness training, referrals to health and social services.</li><li>Ensure 24/7 shelter operations that prioritise safety, wellness, community integration, and sustainability. </li><li>Continue operating municipal shelters as centres for care, support, and restoration </li><li>Uphold the rights and dignity of all service users and operate in alignment with the City’s Strategy to Reduce Rough Sleeping.</li></ul><p>Applicants may apply for funding for more than one facility. The City further reserves the right to allocate the Grant-in-Sponsorship funding to a single NPO for the operation of all four (4) shelters if an applicant is the only qualifying NPO.</p>

<h2 class="sectHeading">Eligibility criteria</h2></span>
<h4>To be considered for funding, applicants must:</h4><ul><li>Be an NPO organisation for more than five years, registered and have experience in operating and managing shelters within the rough sleeping sector locally. </li><li> Have demonstrable experience managing at least four shelters or accommodation programmes (with a minimum capacity of 80 per beds per shelter in total) within the past five years. </li><li>Operate within the City of Cape Town metropole. </li><li>Provide evidence of sound financial governance over the past five years (e.g., audited financial statements). </li><li> Have a functional and active Board of Directors or Oversight Body. (attach minutes of the latest AGM within the last 18 months) </li><li>Demonstrate co-funding ability through donors or community partnerships. </li><li>Provide examples of developmental programmes implemented, including a sample module. </li><li> Present developmental impact evidence (e.g., reintegration, skills training, referrals statistics and reports over the last five years). </li><li>Employ a skilled multidisciplinary team (Social Workers, administrators, facilitators, support staff) </li><li>Provide a summary of your current staff’s expertise. </li><li>Submit operational continuity plans, risk management, and safety protocols. </li><li>The NPO applying for funding must also submit an application to manage the facility through the Municipal Asset Transfer Regulation (MATR) process. </li><li>NPO’s that do not submit a MATR application for the corresponding facility will not be considered for funding. Both processes must be completed together, as the funding application for operations and facility management are linked and will be evaluated concurrently.</li></ul>

<strong>1 November – 1 December 2025</strong>.</p>

<h2 class="sectHeading">Requirements</h2></span>
<h4>Applicants must:</h4><ul><li>Align their proposals with the City’s Strategy to Reduce Rough Sleeping </li><li>Submit a realistic operational and financial budget for the facility applied for. </li><li>All applicants must be
<a href="https://www.capetown.gov.za/City-Connect/Register/Business-and-trade/Register-as-a-supplier">registered on the City’s Supplier Database</a>. This registration number is required on the application form.</li></ul><h4>Take note: </h4><ul><li>The City may enter into a
<strong>three-year funding cycle </strong>with the selected NPO/s. </li><li>All applications will be assessed in line with the
<strong>Municipal Financial Management Act (MFMA), Act 56 of 2003</strong>.</li></ul><p>In terms of Section 17 of the Local Government: Municipal Systems Act, Act 32 of 2000, the public and interested parties or groups are invited to submit proposals to the municipality on or before 1 December 2025.</p>
