Comment on the draft Local Spatial Development Framework (LSDF) for Woodstock Salt River and surrounds<span> <h2 class="sectHeading">About</h2></span> <p> The Woodstock/Salt River area is a unique place with a vibrant and diverse community, as well as a history and culture that represents growth in South Africa. The LSDF aims to direct future development while preserving the area’s strengths. </p><p>Woodstock, Salt River and surrounds have experienced significant change over the years - a trend that is likely to continue. Especially considering, among others, our plan for future social housing development in the area that could result in an increase of 4000 families. Because of this, a commitment was made to the Woodstock and Salt River affordable housing Prospectus to initiate a broader process of precinct development. </p><p>Due to the complex dynamics of the area, a participatory process called The Woodstock - Salt River Neighbourhood Development Process was initiated in 2019 (previously the EcoDistrict Project). This process allowed the City to collaborate with community organisations and residents to co-create a vision for the study area. </p><p>The Woodstock, Salt River and Surrounds LSDF is an intervention, which aims to revitalise the areas of Woodstock, Salt River and surrounds and make it a place where people want to live and invest long-term. This initiative comes as a response to a growing desire among residents and business owners to see the areas reach their full potential. </p><p>The <a href="https://www.capetown.gov.za/work%20and%20business/planning-portal/regulations-and-legislations/cape-town-spatial-development-framework">2023 Cape Town Metropolitan Spatial Development Framework</a> and <a href="https://www.capetown.gov.za/work%20and%20business/planning-portal/Spatial-Plans-and-Frameworks/district-plans">Table Bay District Plan</a> provide policy guidance on the development objectives and principles for the study area, while the LSDF will provide more detailed and contextualised guidance. </p><h4> The Woodstock, Salt River and Surrounds LSDF aims to:</h4><ul><li>guide spatial development and land use management decisions within a designated local area; </li><li>inform public and private investment initiatives by clearly indicating the City’s future development vision; </li><li>formulate a vision for the desired end state of the area (how we would like it to be); </li><li>provide policies and guidelines for decision making and actions to achieve the desired end state; </li><li>promote sustainable economic growth; </li><li>promote area based strategies, partnerships, and solutions to strengthen the local economy; and </li><li>develop the area as a high quality destination where different functions co-exist.</li></ul><h4>In preparation for the development of the LSDF we have drafted a framework document that:</h4><ul><li>summarises the process undertaken to develop the spatial plan, </li><li>outlines the development vision for the area, and </li><li>details thematic and precinct level development guidelines.</li></ul><p>The proposals and guidelines in this draft document respond to the current realities and consider the role of the area in the wider metropolitan region.
