<h2 class="sectHeading">Background</h2></span>
<p> The City’s
<a href="https://www.capetown.gov.za/work%20and%20business/planning-portal/Plans-policies-frameworks-and-guidelines/cape-town-spatial-development-framework">Municipal Spatial Development Framework (MSDF, 2023) </a>and
<a href="https://www.capetown.gov.za/work%20and%20business/planning-portal/Plans-policies-frameworks-and-guidelines/district-plans">Cape Flats District Plan (2023) </a>identify Strandfontein coastal report area as a “potential mixed-use” new development area (NDA).<br></p><h4>Draft development framework </h4><p>A detailed draft development framework has recently been prepared that proposes an integrated mix of residential, commercial and recreational land uses, while retaining important biodiversity areas and avoiding any high risk development areas that are subject to dynamic coastal processes. </p><p>This will provide an all year-round activity area, rather than just a seasonal recreational area, that maximises the great coastal location opportunities for living, working and playing.<br></p><p>This area is approximately 19.5 hectares in extent and located between Baden Powell Drive (with <a href="https://www.capetown.gov.za/Family%20and%20home/See-all-city-facilities/Our-recreational-facilities/Nature%20reserves/False%20Bay%20Nature%20Reserve">False Bay Nature Reserve</a> north of it) and Strandfontein tidal pool and pavilion area. </p><p>The proposed development includes:</p><ul><li>residential and retail opportunities, including possible conference and hotel facilities </li><li>recreational facilities, including a picnic area, walkways, and terraces </li><li>a public space to accommodates markets </li><li>retaining the natural wetland areas </li><li>rehabilitation of the natural environment through stabilising the dune area</li></ul><h4> Environmental Impact Assessment process </h4><p>The City intends to submit an application for environmental authorisation to undertake activities listed in terms of the National Environmental Management Act, 1998 and the Environmental Impact Assessment Regulations, 2014 (GNR 326 of 2017). These include activities 17, 18, 19A and 27 of Listing Notice 1 (GN 327 of 2017), as well as activity 12 of Listing Notice 3 (GN 324 of 2017) relating to: </p><ul><li>development within 100 m inland of the high water mark </li><li>planting of vegetation </li><li>infilling or excavation of material within 100 metres of the high water mark </li><li>clearing of indigenous vegetation of more than 1 hectare and less than 20 hectares </li><li>the clearance of an area of 300 square metres or more of indigenous vegetation</li></ul><p>
<a href="https://www.infinityenv.co.za/" target="_blank">Infinity Environmental (Pty) Ltd<i class="icon link-external"></i></a> will undertake the required environmental statutory process, and is responsible for facilitating the public engagement processes. </p><p>In terms of section 17 of the Local Government: Municipal Systems Act, Act 32 of 2000, you may submit comments and suggestions relating to the proposal. </p><p>
