Comment on the road scheme review in the Claremont CBD areaComment on the road scheme review in the Claremont CBD area<img alt="" src="https://resource.capetown.gov.za/cityassets/PublishingImages/CityConnectHeader.png" style="BORDER:0px solid;" /><div class="ExternalClass4BB5C41CF581446C92E5C6C8A48495F4"><p>We are in the process of reviewing historical road schemes in the Claremont CBD area, and we want to hear from you.</p></div><span> <h2 class="sectHeading">About</h2></span> <p>The City’s <a href="https://www.capetown.gov.za/Departments/Urban%20Mobility">Urban Mobility Directorate</a> is reviewing historical road schemes in Claremont CBD, including:</p><ul><li> <strong>Palmyra Road</strong> from Dundee Road (near Groote Schuur Primary) to Stanhope Road </li><li> <strong>Imam Haron Road</strong> from Stanhope Road to First Avenue </li><li> <strong>Stanhope Road</strong> from the railway overpass to Iman Haron Road</li></ul><p>The project aims to determine the relevance of the road schemes in order to address future transport, community and spatial needs in support of the City’s strategic vision for the Claremont CBD. There are currently multiple overlapping road planning schemes with different statuses and levels of approval. </p><h4>A design review is required to:</h4><ul><li>reassess the schemes in a modern context, and </li><li> replace outdated or redundant designs with a single, unified scheme. </li></ul><p>A transport study of the affected roads was conducted to understand the existing and future traffic conditions and inform the requirements of the concept design. </p><h4>Road Schemes to be reviewed </h4> <span> <div class="mobile-scroll"> <table style="width:632px;"><thead><tr><th style="width:140px;">Proclamation No.</th><th style="width:117px;">Plan reference</th><th style="width:89px;">Year</th><th colspan="1">Description</th></tr></thead><tbody><tr><td style="width:140px;">118/1957</td><td style="width:117px;">TPR1798</td><td style="width:89px;">1957</td><td colspan="1">Palmyra Rd-Stanhope Rd to Dundee Rd-Claremont </td></tr><tr><td style="width:140px;">N/A</td><td style="width:117px;">TPR9423</td><td style="width:89px;">N/A</td><td colspan="1">Palmyra, Lansdowne, Stanhope Roads Intersection-Claremont</td></tr><tr><td style="width:140px;">8/1962</td><td style="width:117px;">TPR3280</td><td style="width:89px;">1962</td><td colspan="1">Campground Rd – Keurboom Rd to Sandown Rd-Claremont</td></tr><tr><td rowspan="1" style="width:140px;">N/A</td><td rowspan="1" style="width:117px;">TPR5965</td><td rowspan="1" style="width:89px;">1971</td><td rowspan="1" colspan="1">Claremont Bypass – Including multi-level intersection at Stanhope Rd</td></tr></tbody></table></div></span> <p>The Palmyra Road widening scheme was approved in 1957 and established a proposed new road reserve footprint from Stanhope Road to Dundee Road. The Campground scheme overlaps with the Palmyra Scheme between Keurboom Rd and Dundee Rd.</p><p>The historic road schemes for Stanhope Road and a portion of Imam Haron (previously Lansdowne Road) are updated to align with the latest public transport planning for the area, including a review of the alignment and Stanhope Road intersection in response to the identified transport demand. </p><p>The City has developed a proposed concept design for Palmyra Road within the bounds of the 1957 approved footprint and this will tie into the design for Stanhope bridge and the remainder of Imam Haron Road. </p><p> As this is a planning initiative, the City does not intend to initiate detailed design and construction of the proposed road schemes at this stage. The outcome of this project is Council approval of a single road scheme to replace the historic schemes. </p><p>In terms of section 17 of the Local Government: Municipal Systems Act, Act 32 of 2000, you can submit comments to the municipality in respect of the road scheme review.</p><h4>Access the documents:</h4><ul><li>Maps (<a href="https://resource.capetown.gov.za/documentcentre/Documents/Maps%20and%20statistics/Road-Scheme-Review-Maps.pdf" target="_blank">Combined PDF</a> | <a href="https://resource.capetown.gov.za/cityassets/Media%20Centre%20Assets/Road-Scheme-Review-Claremont-CBD.zip">Zip file</a>)</li><li> <a href="https://resource.capetown.gov.za/documentcentre/Documents/City%20research%20reports%20and%20review/Claremont-Road-Schemes-Review-Transportation-Study-Report.pdf" target="_blank">Transportation Study Report</a></li></ul> <span> <h2 class="sectHeading">Comment period </h2></span> <span> <div class="notification with-heading dark-copy pink bg-light-grey"> <div class="graphic with-border"> <i class="info note"></i> </div><div class="desc"><h4>Please note</h4><p>The comment period closed on 14 May 2026.
