<p>The City’s
<a href="https://www.capetown.gov.za/Departments/Property%20Development%20Department">Property Development Department</a> has initiated the proposed disposal process of unregistered erf 161669, also known as the Good Hope Centre. In terms of Regulation 5(3)(a) of the Municipal Asset Transfer Regulations, R.878 promulgated on 22 August 2008, Council authorised on 5 December 2024 a public participation process to facilitate the determinations required by section 14(2)(a) and (b) of the Municipal Finance Management Act, 56 of 2003 for the proposed transfer a high-value capital asset.</p>

<p>The Good Hope Centre is comprised of the iconic dome-shaped Main Hall, with adjoining structures that include: </p><ul><li>Drommedaris Hall;</li><li>Reyger Hall; and </li><li>Goedehoop Hall. </li></ul><p>Additionally, the site features both surface-level and basement parking facilities. </p><p>Built in 1976 by Italian architect Pier Luigi Nervi, the Good Hope Centre was once the world’s largest domed structure. Its prime location on Cape Town’s eastern CBD edge connects it to Woodstock and Culemborg via key roadways. </p><p>The property presents an opportunity for strategic repurposing, optimisation, and rationalisation, with potential for high-intensity development on vacant portions and selective adaptation of existing structures in line with Phase 1 Heritage Impact Assessment (HIA) design guidelines—creating a financially viable opportunity for commercial redevelopment. </p><p>As the City typically does not develop assets beyond municipal purposes, private sector involvement is essential to the redevelopment, necessitating the property’s transfer for commercial development. Envisaged Development and Benefits Redeveloping Erf 161669 aligns with Cape Town’s
<a href="https://www.capetown.gov.za/work%20and%20business/planning-portal/plans-policies-frameworks-and-guidelines/district-plans">Table Bay District Plan (2023)</a>, with the proposal to retain the Good Hope Centre dome while optimising the site for mixed-use potential. </p><h4>The envisaged development features include: </h4><ul><li>a pedestrian-friendly forecourt, </li><li>retail spaces on the ground floor, </li><li>residential or commercial units above, and </li><li>structured underground parking for maximum land use efficiency. </li></ul><p>This project will boost local economic activity, generate jobs, catalyse precinct regeneration, and shift maintenance obligations, securing a strong return on investment. The development will also provide a vibrant community space with enhanced infrastructure, promoting sustainable growth and supporting Cape Town’s long-term goals.</p><p>For more information, visit the
