Comment on the plan indicating the areas the City deems to be subject to PT1 and PT2 reduced off-street parking requirements and the proposed amendment to the MPBL to record the plan<span> <h2 class="sectHeading">​​​​​​​​​​About​​​​​​​</h2></span> <p>Item 138 in the <a href="https://www.capetown.gov.za/work%20and%20business/planning-portal/regulations-and-legislations/the-city-of-cape-towns-development-management-scheme">City’s Development Management Scheme (DMS)</a>, a schedule to the <a href="https://resource.capetown.gov.za/documentcentre/Documents/Bylaws%20and%20policies/Municipal_Planning_Amendment_Bylaw_2019_Consolidated.pdf" target="_blank">City’s Municipal Planning By-law, 2015 (MPBL)</a>, contains the minimum off-street parking requirements table for land uses provided in all zonings. </p><h4> In accordance with this table, minimum off-street parking requirements will depend on: </h4><ul><li>the specific land use; </li><li>the area type. </li></ul><h4>The three main area types are: </h4><ul><li> <strong>Standard areas:</strong> areas with standard parking needs or areas where public transport is not specifically promoted or available. </li><li> <strong>PT1 areas:</strong> areas where the use of public transport is promoted, but we consider the provision of public transport to be inadequate, or where the use of motor vehicles is limited. </li><li> <strong>PT2 areas:</strong> areas where the use of public transport is promoted and we consider the provision of public transport to be good, or where the use of motor vehicles is very limited. </li></ul><p>Item 137(c) of the DMS stipulates that the City has the power to approve a plan or plans, which indicate the areas it deems to be PT1 and PT2 areas. </p><h4>The development of this plan is informed by: </h4><ul><li>relevant City policies;
