Comment on the proposal to convert Buitengracht Street Service Road into a two-way carriageway
About

Notice is hereby given that the City intends to convert the mountain side of the Buitengracht Street Service Road at the intersection with Bloem Street back into a two-way carriageway.

Reasons for the proposed two-way carriageway conversion:

Buitengracht Street Service Road was recently converted into one-way exit lanes from the intersection with Bloem Street. As a result, Upper Bloem Street is now the only approach to the Buitengracht Street/Bloem Street intersection from Bo-Kaap.

Motorists are currently violating the one-way traffic rule on both the eastern (sea-side) and western (mountain-side) legs of the Buitengracht Street Service Road to avoid the steep Bloem Street carriageway.

After conducting a traffic operation investigation, we are proposing the following:

Convert Buitengracht service road into a one-way from the intersection with Bloem Street in an easterly direction (towards Wale Street); and allocate parking space along this section of the service road

Keep Buitengracht service road as a two-way from the intersection with Bloem Street in a westerly direction (towards Military Road); and prohibit parking along this section so that there is enough space to accommodate vehicles travelling in both directions

Surrounding streets such as Buiten Street, Bloem Street, Pepper Street, Bryant Street, and Jordan Street remain two-way streets

Benefits of the proposed conversion:

Motorists approaching this intersection from Bo-Kaap can use this as an alternative route to the steep Bloem Street carriageway.

Motorists won’t be at risk of violating one-way traffic rules.

Road safety for motorists and pedestrians will be improved.

In terms of Section 17 of the Local Government: Municipal Systems Act, Act 32 of 2000, you can submit comments to the municipality in respect of the proposal.

Access the Conceptual Design Layout.

Comment period

Submit your comments from 8 August – 8 September 2022.

Open day

Attend a public information day to submit your comments and discuss the proposal.

Date

Time

Venue

Saturday, 13 August 2022

12:00 - 16:00

Schotsche Kloof Civic Centre, Yusuf Drive, Schotsche Kloof

Submit your comment

Comments, inputs or recommendations may be submitted via the following channels:

Online
Submit your comments online.

Remember

For written submissions, please quote reference: 110212208.

Post
Post your written comments to:

 For attention: Girshwin Fouldien
Subcouncil 16 office
11th Floor, 44 Wale Street
Cape Town
8000

Please note

Our Public Participation Unit will assist you if you would like to submit comments but have a disability, or are unable to read or write.
