Comment on the review of the Growth Management Strategy for Blaauwberg Road | <span>
<h2 class="sectHeading">About</h2></span>
<p> Blaauwberg Road is an important regional transport link and development corridor in the area. The corridor connects vastly different areas, from the tourism focused Table View beachfront with its iconic Table Mountain views at one end, to the industrial corridor at Killarney gardens on the other end. Bustling shopping centres at intersections serve locals and passers-by, while the smaller buildings in between are mainly used by small businesses. </p><p>A trunk MyCiTi route runs along the corridor and connects it to areas in the north and south. Surrounding the corridor on three sides are large public natural spaces, namely the
<a href="https://www.capetown.gov.za/Explore%20and%20enjoy/nature-and-outdoors/rivers-and-wetlands/cape-towns-rivers-and-wetlands">Diep River</a>,
<a href="https://www.capetown.gov.za/Family%20and%20home/See-all-city-facilities/Our-recreational-facilities/Nature%20reserves/Table%20Bay%20Nature%20Reserve">Rietvlei</a> and
<a href="https://www.capetown.gov.za/Family%20and%20home/See-all-city-facilities/Our-recreational-facilities/Beaches/Table%20View%20Beach">Table View Beach</a>. Blaauwberg Road serves to connect these varied areas. </p><p> While there has been significant development activity in the past 25 years, this has not always aligned with the vision set out in the 1998 strategy, and by today’s standards the corridor is underdeveloped for its scale and potential. The corridor presents an opportunity for urban regeneration. </p><p>Given the current and expected growth in the corridor, we need to review the local area guidance in the Council-approved
<a href="https://resource.capetown.gov.za/documentcentre/Documents/City%20strategies%2c%20plans%20and%20frameworks/Management%20Strategy%20for%20Blaauwberg%20Road%2c%201998.pdf" target="_blank">Blaauwberg Road Management Strategy, 1998</a>. The review of the management strategy will result in a local spatial development framework (LSDF) for the Blaauwberg Road corridor. A LSDF provides a vision for an area, detailed development guidance to achieve the vision and informs decision-making. The process of developing a LSDF also provides an opportunity for stakeholders to coordinate and plan together. </p><p> The
<a href="https://www.capetown.gov.za/work%20and%20business/planning-portal/regulations-and-legislations/cape-town-spatial-development-framework">2023 Cape Town Metropolitan Spatial Development Framework</a> and
<a href="https://www.capetown.gov.za/work%20and%20business/planning-portal/Spatial-Plans-and-Frameworks/district-plans">Blaauwberg District Plan</a> provide policy guidance on the development objectives and principles for the Blaauwberg Road Corridor. The Blaauwberg Road LSDF will provide more detailed and contextualised guidance for the local area. </p><p>In preparation for developing a LSDF, the
<a href="https://www.capetown.gov.za/Departments/Urban%20Planning%20and%20Design%20Department">Urban Planning and Design Department</a> has drafted a discussion document, which reviews the Blaauwberg Road Growth Management strategy (1998). </p><h4>This document includes:</h4><ul><li>an analysis of the 1998 strategy and to what extent is has been realised, </li><li>information about recent development trends, </li><li>issues in the area and some suggestions for addressing these issues.</li></ul><p>The purpose of this document is to reflect on the 1998 Strategy, and set out what the main issues, trends and opportunities are in the corridor. Some preliminary ideas for the local area spatial development framework are also included. </p><p>We would like your input on the discussion document. </p><p>In terms of Section 17 of the Local Government: Municipal Systems Act, Act 32 of 2000, you can submit comments to the municipality.<br></p><p>
