Comment on the draft Zandvlei Estuarine Management Plan (EMP) <span> <h2 class="sectHeading">​​​​​​​​​​About</h2></span> <p> In terms of section 5(3) of the National Estuarine Management Protocol (NEMP), if an estuary is located in a protected area or identified as part of a protected-area expansion strategy, the management authority responsible for the protected area must develop an EMP in consultation with relevant government departments. </p><p> In cases where an estuary crosses the boundary of a protected area, the protected area management authority must work together with other relevant government departments or agencies to develop a co-ordinated EMP. </p><p> The City is the management authority for the Zandvlei Estuary. It is our responsibility to ensure that the draft EMP, and the process we followed to develop it is consistent with the NEMP, the national coastal management programme, provincial coastal management programme and applicable municipal coastal management programmes, as required by section 34(1)(b)(i) and (ii) of the Act. </p><p>The draft EMP also complies with the minimum requirements contemplated in section 6, and the procedure contemplated in section 7, of the NEMP. </p><p>We will consider all comments, recommendations and objections before the draft EMP is finalised and submitted to the Provincial Minister responsible for environmental affairs for approval, in compliance with section 9.1(1)(a) of the NEMP. </p><p> In terms of section 10 of the NEMP, the approved EMP will be subject to review at least every five years. </p><p>Coastal planning schemes must be consistent with approved EMPs (section 56(2)(b)(iv) of the Act). We will incorporate the Zandvlei EMP into the Protected Area Management Plan for the <a href="">Zandvlei Estuary Nature Reserve</a>. </p><p>The approved EMP will be taken into account when applications for environmental authorisations, general discharge authorisations and coastal waters discharge permits are considered (sections 63(1)(d) and 69(7)(c) of the Act). </p><p> The Integrated Reserve Management will guide the regulation of certain recreational activities for the Zandvlei Estuary Nature Reserve, which Zandvlei Estuary forms a part of. </p><p> In terms of section 34(1)(a), read with section 53(1)(c), of the National Environmental Management: Integrated Coastal Management Act, 2008 (Act 24 of 2008) (the Act), you may submit written representations or objections on the draft EMP. </p><p> <a href="" target="_blank">Access the draft Zandvlei Estuarine Management Plan</a>.</p><h4>You can also access the document at:</h4><ul><li>The <a href="">Subcouncil 18</a>,<a href=""> Subcouncil 19</a> and <a href="">Subcouncil 20</a> offices </li><li>The document downloads section below</li></ul><h2 class="sectHeading">Comment period<br></h2> <span> <div class="notification with-heading dark-copy pink bg-light-grey"><div class="graphic with-border"> <i class="info note">​​​</i> </div><div class="desc"><h4>Please note</h4><p>The comment period closed on 30 November 2023.
