<h2 class="sectHeading">About</h2></span>
<p>The area identified for this study falls into the boundary of the Helderberg District, north of the existing N2, and east of Somerset West. It covers the Sir Lowry’s Pass Village and the neighbouring areas such as:</p><ul><li>Blue Rock Estate, </li><li> the railway line, </li><li> Old Sir Lowry’s Pass Road, </li><li> Tobacco Lane </li><li>Knorhoek Road, including Farm 840, and </li><li> Tre Donne.</li></ul><p>There has been pressure to address many of the issues currently affecting the Sir Lowry’s Pass, such as:</p><ul><li>
<strong>the recent flooding:</strong> damages to infrastructure </li><li>
<strong>lack of job opportunities:</strong> the area does not have a formal business area, therefore, residents need to travel to other areas for job opportunities. </li><li>
<strong>lack of a local sustainable economy:</strong> due to the lack of a formal business area and employment opportunities, residents need to travel to other areas to shop and work. This means that the local community is contributing to outside local economies instead of building a local economic base in the area. </li><li> limited public transport and related facilities </li><li> lack of access to services and housing </li><li> dilapidated buildings </li><li>general lack of maintenance of infrastructure and roads</li></ul><h4>In response, the City initiated a project to:</h4><ul><li>create a guiding tool for development in the study area, </li><li> collate existing information on the local area, and </li><li> produce a local spatial development framework (LSDSF) for Sir Lowry’s Pass Village and Surrounds</li></ul><h4>The LSDF aims to:</h4><ul><li>provide policy alignment for the area and incorporate changes in City policies, strategies and plans; </li><li> provide local level policy guidance and a development vision of the Sir Lowry’s Pass Village and Surrounds for land use and other related decision-making; </li><li> provide guidance on growth management in the area; </li><li> reflect changes in the development context including: population growth, economic trends, development trends, etc.; </li><li> protect and enhance the rich and unique characteristics of the area; and </li><li>provide policy clarity regarding the development vision for the Sir Lowry’s Pass Village that has become a pressing matter.</li></ul><h4>The objective of the Sir Lowry’s Pass and Surrounds LSDF is to:</h4><ul><li> contextualise the existing policy for the area provide land use and urban form guidelines for future development </li><li>provide policy direction for the nature and form of development, which guide land use and environmental decisions with a focus on the value of the site and on the area </li><li>identify contextual strategic public and private investment initiatives and development priorities</li></ul>
