Comment on the City’s draft Residential Electricity Reticulation Policy
About the policy

What is reticulation?

Reticulation means the medium and low voltage infrastructure that collectively form the distribution system required to deliver electricity to the points of supply for customers - this includes service connections.

What is the desired outcome of the policy?

The policy aims primarily to ensure the efficient and effective design, and construction of electricity reticulation infrastructure.

It sets out the applicable criteria, responsibilities, and design and construction standards for the provision of reticulation to formal and informal residential areas in the City’s area of supply.

The revised policy aims to achieve the desired outcome by updating:

The criteria for rollout: authorisation, administration and legal requirements

Roles and responsibilities: a review of the RACI Table 1 in the existing policy to ensure the accuracy of the roles identified in line with internal organisational structure and delegations, as well as capacity for policy implementation.

The design and construction standards

Funding model analysis: a re-assessment to understand the efficiency of supply - as influenced by costs incurred - and how this affects energy access as a whole.

This policy is important for the ongoing sustainability of the electricity grid and the reliability of electricity provision in the City. It applies to the electricity reticulation infrastructure within formal residential and informal residential areas throughout the metropolitan area of Cape Town, excluding Eskom supply areas, and replaces all previous policies and standards in this regard.

In terms of section 17 of the Local Government: Municipal Systems Act, Act 32 of 2000, you can submit comments to the municipality in respect of the draft revised policy.

Access the draft revised Residential Electricity Reticulation Policy.

You can also access the information at:

City libraries

Subcouncil offices

In the document downloads section below

Comment period

Submit your comments from 6 November - 6 December 2023.

Submit your comment

Submit your comments or recommendations via the following channels:

Online
Submit your comment online.

Delivery
Deliver your written comments by hand to your nearest Subcouncil office.

Please note

Our Public Participation Unit will assist you if you would like to submit comments but have a disability or are unable to read or write.
