Comment on the draft mobile business trading areas for mobile businesses with permits
About

The City is in the process of developing a Mobile Business Policy to enable a permitting mechanism that will support interest from mobile businesses.

Currently, we deal with enquiries by mobile business operators - specifically food truck operators - on an ad-hoc basis. This ad-hoc approval process is inconsistent and unclear in the way that mobile business operators are able to access and activate their markets.

Mobile business operators are generally associated with informal trading vendors, however, there is are distinct differences between the two, namely:

Mobile business operators

Informal traders

operate from self-contained vehicles and leverage their mobility as a key success factor in their business models.

are typically allocated specific, permanent, and immobile bays from which to operate.

are often registered businesses.

are not registered businesses or entities.

In addition, the public offering, operating model, and target market of the two types of operators are distinctly different.

This schedule of trading areas is important because it:

will enable the creation and regulation of mobile business trading areas

represents City innovation

is a key component in the City’s development of its draft Mobile Business Policy

With this schedule, we aim to:

respond to the increased market demand for mobile business operations

support local economic development and the positive utilisation of public places by supporting an emergent form of formal business activity

Your input will help us develop a comprehensive and public-supported regime for the management of mobile business operators on City land.

Access the documents:

Advert (English | Afrikaans | isiXhosa)

Proposed mobile business trading areas

In terms of section 17 of the Local Government: Municipal Systems Act, Act 32 of 2000, you can submit comments to the municipality in respect of the proposed mobile business trading areas.

Comment period

Submit your comments from 15 May – 15 June 2023.

Submit your comment

Submit your comments via the following channels:

Online
Submit your comments online.

Delivery
Deliver your comments by hand to your local subcouncil office.

Please note

Our Public Participation Unit will assist you if you would like to submit comments but have a disability or are unable to read or write.
