Comment on the City’s draft Mobile Business Policy
About the policy

Businesses operating from vehicles and trailers such as food trucks, barbershops and clothing outlets have become increasingly popular in Cape Town.

In response to the increased market demand for mobile business operations we have drafted a policy which aims to support local economic development and the positive utilisation of public places by supporting an emergent form of formal business activity.

One of the main objectives of the policy is to put measures in place that will make it easier to apply for and operate a mobile business.

What is in the draft policy?

The proposed definition for a mobile business allows for truck-type businesses, businesses that are towed via a trailer and where the self-contained trailer operates as the business. Mobile Business Operators will need to be registered with the City, and have the necessary licenses as outlined within this policy (i.e. Business Licence, Certificate of Acceptability).

Rules, roles and responsibilities of the City and business owners of these services, which range from the permit application and approval processes to the operating do’s and don’ts that encourage an enabling business environment.

The concept of Mobile Business Trading Areas (MBTAs) which will permit mobile business activity in select areas in Cape Town.

Proposal that it only applies to City land; not to private land and events.

Your input into the policy provisions would enable us to develop a comprehensive and public-supported policy for the management of mobile business operations on public land and spaces.

In terms of section 17 of the Local Government: Municipal Systems Act, Act 32 of 2000, you can submit comments to the municipality in respect of the draft policy.

Access the draft Mobile Business Policy (English | Afrikaans | isiXhosa).

You can also access the information at:

City libraries

Subcouncil offices

In the document downloads section below

Comment period

Please note

The comment period closed on 4 August 2022.
