Comment on the draft local spatial development framework for Masiphumelele<span> <h2 class="sectHeading">​​​​​​​​​​About​​​​​​​</h2></span> <p> The preparation of an <a href="https://resource.capetown.gov.za/documentcentre/Documents/City%20strategies%2c%20plans%20and%20frameworks/HYS_Masiphumelele_DraftLSDF_Draft.pdf">LSDF</a> for Masiphumelele was initiated in response to various challenges that have been observed in the area, including, but not limited to: </p><ul><li>Inadequate public places and spaces. </li><li>Inadequate or poorly organised community structures </li><li>Limited availability of suitable land for development </li><li>Low average household incomes, high unemployment, and poor safety and security </li><li>Severe overcrowding and associated health and social problems </li><li>Transport, access and mobility challenges</li></ul><p>The <a href="https://resource.capetown.gov.za/documentcentre/Documents/City%20strategies%2c%20plans%20and%20frameworks/HYS_Masiphumelele_DraftLSDF_Draft.pdf" target="_blank">LSDF</a> can be described as a local neighbourhood plan which takes into account the unique qualities of Masiphumelele, its future growth, the role that tourism can play in its economic development, and the need for formalising informal settlement areas among other things. </p><h4>The main objectives of the <a href="https://resource.capetown.gov.za/documentcentre/Documents/City%20strategies%2c%20plans%20and%20frameworks/HYS_Masiphumelele_DraftLSDF_Draft.pdf">draft LSDF</a> are as follows:</h4><ul><li>To provide a development vision that will guide and manage urban growth, and broaden the choice of residential opportunities </li><li>To improve general living conditions for residents </li><li>To balance competing land use demands, and to implement a sustainable development path </li><li>To spatially integrate Masiphumelele with the surrounding areas </li><li>To improve access to employment and other social and economic opportunities, local facilities, and essential services.</li></ul><p>It must be noted that an LSDF will not resolve all the problems and challenges in the area, and is not intended to replace existing departmental planning, programming and action plans. </p><p>In terms of section 17 of the Local Government: Municipal Systems Act, Act 32 of 2000 and Chapter 3 of the City of Cape Town Municipal Planning By-Law (2015) the public and interested parties or groups are invited to submit comments. </p><h4>Access the documents:</h4><ul><li> <a href="https://resource.capetown.gov.za/documentcentre/Documents/City%20strategies%2c%20plans%20and%20frameworks/HYS_Masiphumelele_DraftLSDF_Draft.pdf" target="_blank">Draft LSDF</a> </li><li> <a href="https://resource.capetown.gov.za/documentcentre/Documents/City%20strategies%2c%20plans%20and%20frameworks/HYS_MasiphumeleleDraft_LSDF_Executive_Summary.pdf" target="_blank">Executive summary</a></li><li><a href="https://resource.capetown.gov.za/cityassets/Media%20Centre%20Assets/2021-04_Draft_Masiphumelele_LSDF_Presentation.zip" target="_blank">Summary Presentation </a>​</li></ul><h2 class="sectHeading">​​​​​​​​​​Comment period​​​​​​​</h2><p>Comments and objections may be submitted from <strong>1 April – 1 June 2021</strong>.</p><h2 class="sectHeading">​​​​​​​​​​Submit your comment​​​​​​​</h2><p> <strong>Online</strong><br><a href="https://www.capetown.gov.za/_layouts/15/WebFeedback.SharePoint/webfeedback.aspx?id=%201d6801a5-72f9-45de-8d7d-b13c3dddee19" target="_blank">Submit your comments online</a>. </p> <span> <div class="notification with-heading dark-copy pink bg-light-grey"><div class="graphic with-border"> <i class="info note">​​​</i> </div><div class="desc"><h4>Please note</h4><p> Our Public Participation Unit will assist you if you would like to submit comments but have a disability, or are unable to read or write.
