Comment on the update of the City’s Freight Management StrategyComment on the update of the City’s Freight Management Strategy<img alt="" src="https://resource.capetown.gov.za/cityassets/PublishingImages/CityConnectHeader.png" style="BORDER:0px solid;" /><div class="ExternalClass00400147592C419E8097C15797588C22"><p>We are updating our Freight Management Strategy (FMS), and we want your input.</p></div><span> <h2 class="sectHeading">About​​​​​​​</h2></span><p>The City’s <a href="https://resource.capetown.gov.za/documentcentre/Documents/City%20strategies%2c%20plans%20and%20frameworks/Freight_Management_Strategy.pdf" target="_blank">Freight Management Strategy </a>envisions all freight transport in and around Cape Town to be safe, efficient, and reliable, serving the needs of the local and regional economy without compromising the access and mobility needs of fellow road and rail users.</p><p>Freight transport is an enabler of the region’s economy, facilitating the movement of goods that support trade, industry, and local livelihoods and needs. </p><h4>The 2016 strategy identified key issues, which are still relevant, such as: </h4><ul><li>infrastructure strain, </li><li>safety concerns, as well as insufficient enforcement within the freight sector, and </li><li>alignment with national, regional, and local goals.</li></ul><h4>Since the previous strategy, Cape Town has seen: </h4><ul><li><strong>An increase in road-based freight</strong>, as rail infrastructure and services had declined in that period </li><li><strong>Rising safety concerns</strong>, with 20–30 truck crashes each month on freeways. </li><li><strong>Growing informality in the trucking sector</strong>, resulting in reduced roadworthiness, poor driver behaviour, and informal parking at the port and other “hotspots”. </li><li> <strong>Growth in online shopping</strong>, leading to more light-delivery vehicles (LDVs) and micro-freight on local streets. </li><li> <strong>Operational challenges at the port of Cape Town</strong>, affecting reliability for exporters and importers. </li><li> <strong>Increasing environmental concerns</strong>, including emissions and noise.</li></ul><p>The updated FMS responds to these challenges while aligning with national and provincial policies and the City’s current <a href="https://www.capetown.gov.za/Family%20and%20home/Meet-the-City/our-vision-for-the-city/the-citys-idp-2022-2027">Integrated Development Plan (2022-2027) </a>and <a href="https://resource.capetown.gov.za/documentcentre/Documents/City%20strategies%2c%20plans%20and%20frameworks/CITP_2023-2028.pdf" target="_blank">Comprehensive Integrated Transport Plan (2023-2028)</a>.</p><p>There is an urgent need for more freight to shift from road to rail, and for greater use of the after-hours services offered by the port.
