About

We have prepared a draft LSDF for Cape Town Central Business District (CBD), informed by the key inputs we received during the 2023 public participation process.

The LSDF will help shape the future spatial planning and development of Cape Town’s economic heartland and creates a framework for private and public sectors to work together towards the balanced optimisation of the opportunities in the CBD.

This draft of the LSDF includes the first draft of development guidelines, based on a detailed understanding of contextual opportunities and constraints. The Implementation framework is still under development.

The intention of the CBD LSDF is to:

facilitate transition planning that will ensure the CBD’s economic success

protect and maintain existing investments, while creating new opportunities to transform the area into a more liveable, inclusive and resilient space

Additionally, the LSDF aims to:

support economic recovery

improve accessibility, and

address future challenges.

It focuses on:

enhancing precinct/character area development,

boosting mixed-use development,

providing residential opportunities across the affordability categories, and

improving public spaces and infrastructure.
