Comment on the proposed sale and redevelopment of City-owned property in Roggebaai, Foreshore (Woodstock Parking) Comment on the proposed sale and redevelopment of City-owned property in Roggebaai, Foreshore (Woodstock Parking) <img alt="" src="https://resource.capetown.gov.za/cityassets/PublishingImages/CityConnectHeader.png" style="BORDER:0px solid;" /><div class="ExternalClass0D1CCCFF489A4AC39C1FC6815D273951"><p>We are considering the sale of the following City-owned property, and we want to hear from you.</p></div><span> <h2 class="sectHeading">About</h2></span> <p> In accordance with Section 11.5 of the <a href="https://resource.capetown.gov.za/documentcentre/Documents/Bylaws%20and%20policies/Management%20of%20Certain%20of%20the%20City%20of%20Cape%20Towns%20Immovable%20Property%20Policy%20-%20approved%20on%2026%20August%202010.pdf" target="_blank">Management of Certain of the City of Cape Town’s Immovable Property Policy </a>(adopted by Council on 26 August 2010 C54/08/10) and Chapter 2 of the Municipal Asset Transfer Regulations (2008), the City is considering the transfer or sale of the following property: <br></p> <span> <div class="mobile-scroll"><table style="width:565px;height:122px;"><thead><tr><th>Erf/farm number</th><th style="width:102px;">Extent (±)</th><th>Street and suburb<br></th><th colspan="1" style="width:115px;">​Current zoning<br></th></tr></thead><tbody><tr><td rowspan="1" style="height:59px;">​Portion of Erf 1 <br></td><td rowspan="1" style="width:102px;height:59px;">​± 10 965 m²</td><td rowspan="1" style="height:59px;">12 Hertzog Boulevard, Roggebaai, Foreshore (Woodstock Parking)<br></td><td rowspan="1" colspan="1" style="width:115px;height:59px;">​<br>Utility<br></td></tr></tbody></table></div>​​​</span> <h4>Information statement</h4><ul><li> <strong>The valuation of the capital asset to be transferred and the method of valuation used to determine that valuation:</strong> The City’s Professional Valuers did a desktop valuation of the subject property as at 31 August 2025, where it was estimated that the market value of the subject property is in the order of R235 000 000 (excluding VAT). <br><br> The valuation of the subject property was undertaken to determine its market value, as defined by the International Valuation Standards Council (IVSC) as the estimated amount for which the property should exchange on the date of valuation between a willing buyer and a willing seller in an arm’s length transaction, after proper marketing, where the parties act knowledgeably, prudently and without compulsion. <br><br> Implicit in the determination of market value is the concept of highest and best use, being the most probable use of the property, which is physically possible, appropriately justified, legally permissible, financially feasible, and which results in the highest value. <br><br> The comparable sales method was applied, which entailed identifying recent sales transactions of similar properties, comparing value-forming characteristics, adjusting the sales prices of comparable properties for the lapse of time between their sales dates and the valuation date, and determining the value of the subject property after taking due cognisance of all value-forming features and their influence on value. </li><li> <strong>The reasons for the proposed transfer of the asset: <br></strong> Through cross-directorate communication and decision-making it has been confirmed that the asset to be disposed of or transferred is underutilized and that the Council’s parking requirements can be accommodated either on site in the new development or in an alternative manner. <br><br> The proposal will facilitate more efficient use of the capital asset by maximizing the land use potential and intensity of the site according to highest and best use. The City will be catalyzing further economic growth which can be leveraged to generate revenue to support public investment where it is most needed. Thereby realizing the IDP objective 1 to increase jobs and investment in the Cape Town Economy by means of releasing well-located land for redevelopment by the private sector. </li><li> <strong>Any expected benefits to the municipality that may result from the transfer: <br> </strong>The transaction will enable the City to realise financial value from a currently underutilised municipal asset through a competitive disposal process. This will convert the land into a productive asset while supporting the City’s broader asset optimisation objectives. <br><br> The redevelopment of the site into a high-density mixed-use development will significantly enhance the long-term municipal rates base. The introduction of residential, commercial and retail components will contribute to sustained municipal revenue over time. <br><br> The project supports the City’s strategic economic objectives by attracting private sector investment, stimulating construction activity and supporting job creation. The initiative aligns with the City’s Integrated Development Plan objective of enabling economic growth and infrastructure investment in Cape Town. The development will contribute to spatial transformation through the inclusion of well-located residential units within the CBD. This will support the City’s goal of promoting inclusive and integrated urban development. Add densification value and increase in public transport usage and thus enhancement of the public transport infrastructure. <br><br> The project is expected to contribute to the regeneration of the Foreshore precinct through improved public realm design, enhanced pedestrian connectivity, and better integration with the surrounding transport infrastructure and civic precinct. Furthermore, the proposed mixed-use development is strategically located in close proximity to key public transport infrastructure, including MyCiTi services, enhancing accessibility and connectivity, while supporting the activation of a vibrant 24-hour economy through a complementary mix of land uses. </li><li> <strong>Any expected proceeds to be received by the Municipality resulting from the transfer: </strong><br> The City could expect to receive the fair market value in exchange for the transfer of the capital asset with an accompanying ‘basket of rights to allow for high intensity mixed use development. </li><li> <strong>Any expected gain or loss that will be realised or incurred by the Municipality arising from the transfer or disposal: </strong><br> The opportunity cost of not leveraging this vastly under-utilised strategic asset will result in long-term losses to the City of Cape Town due to land sales and on-going rates revenue foregone. <br><br> The City stands to gain substantial infrastructure upgrades through the payment of development charges if the development proceeds and on-going utility sales to the end users of the development. <br><br> The normal costs related to advertisements will be incurred by Council.
