Based on this assessment, the estimated fair market value of the subject property is approximately R395 000 000 (excluding VAT). <br> <br> The valuation was undertaken for indicative purposes to inform Council’s decision to commence the public participation process and does not constitute a final transactional value. </li><li> <strong>The reasons for the proposed transfer of the asset.</strong><br>The proposed transfer of this high value capital asset is strategically motivated and aimed at optimising the utilisation of a significantly underutilised City owned property. Internal assessments by relevant City service departments have confirmed that the subject property is not required for the provision of municipal basic services, as contemplated in section 14 of the Municipal Finance Management Act. <br> <br> The City therefore intends to leverage the site’s strategic location and scale to unlock private sector led, mixed use development opportunities, thereby catalysing economic growth, urban intensification, and spatial transformation. The proposed transfer aligns with the objectives of the <a href="https://www.capetown.gov.za/Family%20and%20home/Meet-the-City/our-vision-for-the-city/the-citys-idp-2022-2027">City of Cape Town Integrated Development Plan (IDP) 2022–2027</a>, which prioritises economic growth, job creation, and investment attraction. </li><li> <strong>Any expected benefits to the municipality that may result from the transfer. </strong> <br>The proposed transfer and subsequent redevelopment of the subject property are anticipated to deliver significant economic and fiscal benefits to the City of Cape Town, including: <br> <br>A substantial increase in the municipal rates base, generating long term, recurring revenue; <br>Attraction of private sector investment, contributing positively to Cape Town’s Gross Domestic Product (GDP); <br>Creation of employment opportunities, including both construction phase and permanent full time equivalent (FTE) jobs; <br>Improvements to municipal infrastructure within and around the precinct. <br> <br>These benefits will enhance the City’s financial capacity to deliver sustainable municipal services and advance socio-economic development objectives across the metropolitan area. </li><li> <strong>Any expected proceeds to be received by the Municipality resulting from the transfer; </strong> <br>The primary proceeds expected from the transfer will be the purchase price realised through the disposal of the subject property, which the City anticipates will approximate fair market value, subject to an open and competitive process. <br> <br> In addition, the City will derive ongoing financial benefits through increased rates and taxes revenue once the property is developed and brought into productive use. These proceeds will support the City’s long term financial sustainability and service delivery mandate. </li><li> <strong>Any expected gain or loss that will be realized or incurred by the Municipality arising from the transfer or disposal.<br></strong>The proposed transfer of the subject property is expected to result in a net gain to the Municipality.
