Comment on the proposed lease of portions of City-owned property in Cape Town<span> <h2 class="sectHeading">About</h2></span> <p> In accordance with section 16.5 and 16.6 of the <a href="http://resource.capetown.gov.za/documentcentre/Documents/Bylaws%20and%20policies/Management%20of%20Certain%20of%20the%20City%20of%20Cape%20Towns%20Immovable%20Property%20Policy%20-%20approved%20on%2026%20August%202010.pdf">Management of certain of the City of Cape Town’s Immovable Property Policy</a> (adopted by Council on 26 August 2010 C54/08/10) and Chapter 4 of the Municipal Asset Transfer Regulations (2008) we are considering the lease of the following City-owned property:<br></p> <span> <div class="mobile-scroll"><table style="width:600px;"><thead><tr><th>Erf/farm number</th><th style="width:122px;">Extent (±)</th><th>Street and suburb<br></th><th colspan="1" style="width:135px;">​Current zoning<br></th></tr></thead><tbody><tr><td>Portions of Erf 4770 and 9707-RE</td><td style="width:122px;">± 328 m²</td><td>Watson and Loop Streets, Cape Town</td><td colspan="1" style="width:135px;">Transport (TR2)​</td></tr></tbody></table></div>​​​</span> <p>We plan to lease a portions of the property to <strong>Two Twenty Loop Street Body Corporate</strong> or its successors-in-title for parking purposes. <br></p><h4>Information Statement</h4><ul><li> <strong>Reason: </strong>the property is not required for the provision of a minimum level of basic municipal service; </li><li> <strong>Expected benefit:</strong> the property is underutilised, surplus to Council’s requirements, no demand exist for same, and the lease will furthermore relief Council of a maintenance burden and generate funds for the City of Cape Town; </li><li> <strong>Expected proceeds:</strong> the City will receive a market related rental for the proposed lease for parking purposes. A rental of R9 100 per month (exclusive of VAT and inclusive of rates), escalating at 6% per annum for a period of ten years, subject to a rental review after a period of five years, and at any time to two month’s notice of termination. </li><li> <strong>Expected gain or loss:</strong> no loss will be incurred by the City arising from the granting of right; and </li><li> <strong>The proposed transaction included a call for alternative proposals. </strong>The call for alternatives is not limited to a single bidder and should include the proposed rental, proposed usage of integral vehicular parking bays for business use operations.
