Comment on the proposed lease of City-owned property in Napier Street, Green Point | <span>
<h2 class="sectHeading">About</h2></span>
<p> In accordance with section 16.5 and 16.6 of the
<a href="http://resource.capetown.gov.za/documentcentre/Documents/Bylaws%20and%20policies/Management%20of%20Certain%20of%20the%20City%20of%20Cape%20Towns%20Immovable%20Property%20Policy%20-%20approved%20on%2026%20August%202010.pdf">Management of certain of the City of Cape Town’s Immovable Property Policy</a> (adopted by Council on 26 August 2010 C54/08/10) and Chapter 4 of the Municipal Asset Transfer Regulations (2008) we are considering the lease of the following City-owned property:<br></p>

<p>We plan to lease of the property to
<strong>Haven Night Shelter Utility Company</strong> (002-981 NPO) or its successors-in-title for social care (parking, office and gardening) purposes.<br></p><h4>Information Statement<br></h4><ul><li><strong>Reason: </strong>the property is not required for the provision of a minimum level of basic municipal service; </li><li><strong>Expected benefit:</strong> the property is underutilised, surplus to Council’s requirements, no demand exist for same, and the lease will furthermore relief Council of a maintenance burden and generate funds for the City of Cape Town; </li><li><strong>Expected proceeds:</strong> the City will receive a tariff related rental for the proposed lease for social care (parking,office and gardening) purposes. A rental of R1 252 per annum including VAT, subject to any increase in terms of rental for land leased as determined from time to time by Council for a period of ten years, subject to a rental review after five-year period, and at any time to two month’s notice of termination. </li><li><strong>Expected gain or loss:</strong> no loss will be incurred by the City arising from the granting of right; and </li><li><strong>The proposed transaction included a call for alternative proposals.</strong> The call for alternatives is not limited to a single bidder and should include the proposed rental, proposed use, (community opportunities and/or participation in the property; charitable activities, etc), such as:<br><br>Nutrition and Home Food Garden programs which aim to improve the nutritional and health care of the underprivileged children and community members.<br>
<br>Home-based care that provides safe spaces and companionship for older people in need.<br>
<br>Facilitating access to essential health, life skills programmes, and social enterprise initiatives, especially those who live in low-income communities.<br>
<br>Quality Early Childhood Development that cares for vulnerable children.
