<p>In accordance with section 16.5 and 16.6 of the
<a href="http://resource.capetown.gov.za/documentcentre/Documents/Bylaws%20and%20policies/Management%20of%20Certain%20of%20the%20City%20of%20Cape%20Towns%20Immovable%20Property%20Policy%20-%20approved%20on%2026%20August%202010.pdf" target="_blank">Management of certain of the City of Cape Town’s Immovable Property Policy </a>(adopted by Council on 26 August 2010 C54/08/10) and Chapter 4 of the Municipal Asset Transfer Regulations (2008) we are considering the lease of the following City-owned property:</p>

<p>We plan to lease the property to<strong> Zandvlei Sports Club (ZSC)</strong> or its successors-in-title for sporting purposes (yacht club, canoe club, stand-up paddling etc.).</p><h4>Information statement<br></h4><ul><li>
<strong>Reason:</strong> the properties are not required for the provision of a minimum level of basic municipal service. </li><li>
<strong>Expected benefit:</strong> the properties are underutilised, surplus to Council’s requirements, no demand exist for same, and the leases will furthermore relief Council of a maintenance burden and generate funds for the City of Cape Town. </li><li>
<strong>Expected proceeds: </strong>the city will receive a tariff related rental for the proposed lease for sporting (yacht club, canoe club, stand-up paddling etc.) purposes of R1 386.00 per annum inclusive of VAT, subject to any increase in terms of rental for land leased as determined from time to time by Council for a period of 10 years, with an option to renew for further 10 years, subject at any time to two months’ notice of termination. </li><li>
<strong>Expected gain or loss: </strong>no loss will be incurred by the City arising from the granting of right; and </li><li>
<strong>The proposed transaction includes a call for alternative proposals.</strong> The call for alternatives is not limited to a single bidder and should include the proposed rental, proposed use, (community opportunities and/or participation in the property; charitable activities, etc.), such as:
<br>Providing community participation and the long-term sustainability of water-based recreational activities.
<br>Assistance with Youth Development & Water-Safety Training to communities by teaching:
<br>Basic water safety
<br>Introductory canoeing, sailing, and stand-up paddleboarding
<br>Environmental awareness related to the Zandvlei estuary
<br>Providing outreach days that provide:
<br>Free access to equipment and introductory lessons
<br>Opportunities for under-resourced schools and community groups to experience water sport
<br>Inclusive sessions for people with disabilities, with adaptive equipment where possible that encourages wide community participation and breaks down barriers to entry. </li></ul><p>In terms of section 17 of the Local Government: Municipal Systems Act, Act 32 of 2000, you can submit comments to the municipality in respect of the proposed lease.<br></p><p><a href="https://resource.capetown.gov.za/documentcentre/Documents/City%20strategies%2c%20plans%20and%20frameworks/Zandvlei-Sports-Club-Lease-Plan.pdf" target="_blank">Access the lease plan</a>. </p>
