Comment on the proposed lease of City-owned property in Hof Street, Gardens<span> <h2 class="sectHeading">About</h2></span> <p> In accordance with section 16.5 and 16.6 of the <a href="http://resource.capetown.gov.za/documentcentre/Documents/Bylaws%20and%20policies/Management%20of%20Certain%20of%20the%20City%20of%20Cape%20Towns%20Immovable%20Property%20Policy%20-%20approved%20on%2026%20August%202010.pdf">Management of certain of the City of Cape Town’s Immovable Property Policy</a> (adopted by Council on 26 August 2010 C54/08/10) and Chapter 4 of the Municipal Asset Transfer Regulations (2008) we are considering the lease of the following City-owned property:<br></p> <span> <div class="mobile-scroll"><table style="width:600px;"><thead><tr><th>Erf/farm number</th><th style="width:122px;">Extent (±)</th><th>Street and suburb<br></th><th colspan="1" style="width:135px;">​Current zoning<br></th></tr></thead><tbody><tr><td>Portion of Erf 95129</td><td style="width:122px;">± 4423 m²</td><td>Hof Street, Gardens</td><td colspan="1" style="width:135px;">Public Open Space <br></td></tr></tbody></table> <br> </div>​​​</span> <p>We plan to lease a portion of the property to <strong>Orangia Tennis Club</strong> or its successors-in-title for sporting purposes.<br></p><h4>Information Statement</h4><ul><li>a) Reason: the property is not required for the provision of a minimum level of basic municipal service; </li><li>b) Expected benefit: the property is underutilised, surplus to Council’s requirements, no demand exist for same, and the lease will furthermore relief Council of a maintenance burden and generate funds for the City of Cape Town; </li><li>c) Expected proceeds: the City will receive a tariff related rental for the proposed lease for sporting purposes. A rental of R1 252 per annum including VAT, subject to any increase in terms of rental for land leased as determined from time to time by Council for a period of ten years, subject at any time to two months’ notice of termination. </li><li>d) Expected gain or loss: no loss will be incurred by the City arising from the granting of right; and </li><li>e) The proposed transaction included a call for alternative proposals. The call for alternatives is not limited to a single bidder and should include the proposed rental, proposed use, (community opportunities and/or participation in the property; charitable activities, etc), such as: <br>Youth Development, through sport and other recreational activities related to tennis.<br>Development of coaching programmes, through vibrant tennis coaching program offered by qualified tennis coaches.<br>Development of social responsibility initiatives, clubhouse and facilities offered the community for events that are keeping with the ethos of the tennis club.
