Request a pre-application consultation around land use management<span> <h2 class="sectHeading">Applications requiring pre-application consultation</h2> <p>The City has identified specific application types that require a pre-application consultation, where developers can engage at the concept phase to identify potential obstacles, but you can also request a pre-application consultation with City officials. </p> <p>Below are the seven application types requiring pre-application consultation:</p> <ul><li>Rezoning of land currently zoned Open Space (OS 1 – 3); Agricultural (AG) and Rural (RU)</li><li>Rezoning from any zone to or from General Residential (GR 4 – 6); General Business (GB 4 – 7) Mixed-Use (MU3); General Industry (GI 2); Risk Industry (RI)</li><li>Amendment, suspension or deletion of a restrictive condition</li><li>Any development outside the approved urban edge</li><li>Proposal not complying with the Municipal Spatial Development Framework, relevant District Plan, Structure Plan listed in Schedule 1 and 2 of the Municipal Planning By-Law, 2015 or any valid 4 (6) or 4 (10) structure plan approved in terms of the Land Use Planning Ordinance, 1985</li><li>Rezoning, subdivision or site development plan application involving the development of an area exceeding 1 hectare (area refers to the physical development area, not the size of the erf)</li><li>Where a site development plan application is required for commercial developments exceeding a floor area of 1000m² or industrial developments exceeding a floor area of 5000m².</li></ul> <span> <h2 class="sectHeading">How to request a pre-application consultation</h2> <p> <strong>Step 1:</strong> Ensure that you have a business partner number so that you can transact electronically with the City. Provided you have this information in hand, you can proceed to request a pre-application consultation on the DAMS Portal, which you can access by <a href="https://eservices.capetown.gov.za/irj/portal" target="_blank">logging into your e-Services account<i class="icon link-external"></i></a>. You can also <a href="https://www.capetown.gov.za/Work%20and%20business/Planning-portal/Online-planning-and-building-resources/DAMS" target="_blank">find out more about DAMS<i class="icon link-external"></i></a>, for further context and guides.</p> <p>In order to access the DAMS Portal, you will <a href="https://www.capetown.gov.za/City-Connect/Register/eServices-and-municipal-accounts/Register-for-a-municipal-account">need to register first</a>.</p> <span> <div class="notification with-heading dark-copy pink bg-light-grey"><div class="graphic with-border"> <i class="info note"></i> </div><div class="desc"><h4>PLEASE NOTE<br></h4><p> The e-Services application does not fully support mobile phone or tablet access – please use your laptop or desktop instead. <br> <br>Our applications are best viewed using the latest versions of the following web browsers, Internet Explorer 11, Chrome 72+, Firefox 65+ or Safari 12+. </p></div></div></span> <p>Alternatively contact the Section Head of Land Use Management either in person, via email or telephonically to make a request for a pre-application consultation.
