Pre-application consultations are necessary to ensure that what you — as an applicant/developer/land owner — envision on your property fits with the future growth of a sustainable City. Pre-application consultations ensure sustainable development within the City of Cape Town through cooperative consultation with developers and consultants.<br></p></div> | <span>
<h2 class="sectHeading">Applications requiring pre-application consultation</h2>
<p>The City has identified specific application types that require a pre-application consultation, where developers can engage at the concept phase to identify potential obstacles, but you can also request a pre-application consultation with City officials. </p>
<h4>Below are the seven application types requiring pre-application consultation:</h4>
<ul><li>Rezoning of land currently zoned Open Space (OS 1 – 3); Agricultural (AG) and Rural (RU)</li><li>Rezoning from any zone to or from General Residential (GR 4 – 6); General Business (GB 4 – 7) Mixed-Use (MU3); General Industry (GI 2); Risk Industry (RI)</li><li>Amendment, suspension or deletion of a restrictive condition<br></li><li>Any development outside the approved urban edge</li><li>Proposal not complying with the Municipal Spatial Development Framework, relevant District Plan, Structure Plan listed in Schedule 1 and 2 of the Municipal Planning By-Law, 2015 or any valid 4 (6) or 4 (10) structure plan approved in terms of the Land Use Planning Ordinance, 1985</li><li>Rezoning, subdivision or site development plan application involving the development of an area exceeding 1 hectare (area refers to the physical development area, not the size of the erf)</li><li>Where a site development plan application is required for commercial developments exceeding a floor area of 1000m² or industrial developments exceeding a floor area of 5000m².</li></ul>

<h2 class="sectHeading">How to request a pre-application consultation</h2>
<p>
<strong>Step 1: </strong><a href="https://www.capetown.gov.za/City-Connect/Register/eServices-and-municipal-accounts/Register-for-a-municipal-account">Register for e-Services</a>, if you are not already registered.
<br></p>
<p>
<strong>Step 2: </strong>Once registered, login to e-Services and activate the Development Management service option. Select the Request a Pre-Application Consultation tile under “Other’ services, then follow the prompts to complete the necessary information. </p>
<p> This step replaces all previous methods of requesting a pre-application consultation.

<strong>Step 4:</strong> Select from the available dates and time slots and submit for confirmation.<br></p>

<i class="info note"></i> </div><div class="desc"><h4>Please note</h4><p> A Case Officer will be appointed to conduct the pre-application consultation, this Case Officer will also deal with the formal submission. A pre-consultation meeting must be held within 14 days, or within a period agreed to between the City and the applicant, after the request. The Case Officer is responsible for determining and inviting all the relevant City officials who need to be involved in the application process. Applicants are required to keep a record of the pre-application consultation meeting minutes, this is a record that will be placed on the case file of the application. </p></div></div></span>
