Apply for a certificate of occupancy

For safety reasons, a new building may only be formally occupied once a certificate of occupancy has been issued. 

How to apply for a certificate of occupancy

An owner or project manager must submit a request online via the Development Management Service option on e-Services once all building work has been completed. Development Management will issue an occupancy certificate within 14 days of receiving the request, but only if all the necessary requirements have been met. 

Follow the steps below to apply.

Please note

Development Management will only issue a certificate if all the work has been completed according to the approved plan, and once all the conditions of approval have been met.

Step 1: Register for e-Services, if you are not already registered.

Step 2: Once registered, login to e-Services and activate the Development Management service option. Select the Request Occupancy Certificate tile under 'Paid services', then follow the prompts to complete the necessary information.

This step replaces the need to complete the Request for Occupancy Certificate form (provide the number). This form is no longer available to download.

Where applicable, the following approval certificates might be required with your application:

  • electrical compliance
  • mechanical ventilation system compliance
  • roof construction compliance
  • structural system compliance
  • fire protection system compliance
  • fire installation compliance
  • energy efficiency compliance
  • any other certificate for which a rational design was required for the approval of the building plan

You will be provided an opportunity to upload these certificates.

Step 3: If the work has been completed in respect of the approved plan, granted in terms of Section 7 of the National Building Regulations and Building Standards Act No 103 of 1977, a Certificate of Occupancy will be issued.

Please note

The details you provide must be accurate, particularly the email address for the delivery of the requested occupancy certificate. You no longer need to visit one of our district offices to make or receive this service.

If the request is denied, the City will provide reasons for the refusal.
