Apply for authorisation to install a small-scale embedded generation system<h2 class="sectHeading">About</h2> <span> <div class="notification with-heading dark-copy pink bg-light-grey"><div class="graphic with-border"> <i class="info note">​​​</i> </div><div class="desc"><h4>penalties</h4><p> Applications to register an SSEG system closed on 31 May 2019. Registered systems will be cross-checked with aerial photographs which we use to identify the existence of all PV systems. Unauthorised SSEGs will be removed and a service fee will be charged. </p></div></div></span> <p>The authorisation process for SSEG installations applies to properties within the City of Cape Town electricity supply area, and to systems with a generation capacity smaller than 1 mega-volt ampere (MVA).</p><ul><li>There is no charge to register solar photovoltaic (PV) systems. A fee will only be applied if you fail to register your PV system</li><li>If you want to install an SSEG system of more than 1 MVA, a generating licence or exemption letter must be obtained from the <a href="https://www.nersa.org.za/" target="_blank">National Energy Regulator (NERSA) <i class="icon link-external"></i></a> before we can consider authorisation. Special conditions over and above our requirements for a normal PV system may also apply</li><li>If you are in Eskom's area of supply, you need to apply to Eskom for consent to connect the SSEG to the electrical grid</li></ul><p> <a href="https://resource.capetown.gov.za/documentcentre/Documents/Maps%20and%20statistics/Electricity%20Distribution%20Licence%20and%20Area%20Boundaries.pdf" target="_blank">Download the Electricity Distribution and Area Boundaries Map</a> to find out if you are located in <a href="https://www.eskom.co.za/Pages/Landing.aspx" target="_blank">Eskom's</a><i class="icon link-external"></i> area of supply.</p><p>To apply for SSEG authorisation you need to complete the SSEG connection and new electricity supply forms below.</p> <span> <div class="responsive-media"> <iframe width="560" height="315" src="https://www.youtube.com/embed/mnh6ewoxEzo" frameborder="0"></iframe> </div></span><span> <h2 class="sectHeading">​​​​​​​​​​Applying for authorisation for a grid-tied SSEG system​​​​​​​</h2></span> <span> <div class="notification with-heading dark-copy pink bg-light-grey"><div class="graphic with-border"> <i class="info note">​​​</i> </div><div class="desc"><h4>Please note</h4><p>We use your registration to mark-off where your system is connected and confirm the quality of the installation so our staff and contractors do not get electrocuted when they work on the network.</p></div></div></span> <p> <strong>Step 1:</strong> Complete and submit the following forms: </p><ul><li> <a href="https://resource.capetown.gov.za/documentcentre/Documents/Forms%2c%20notices%2c%20tariffs%20and%20lists/Application%20for%20connection%20of%20Small%20Scale%20Embedded%20Generation.pdf" target="_blank">Application for the Connection of SSEG (GEN/EMB)</a></li><li> <a href="https://resource.capetown.gov.za/documentcentre/Documents/Forms%2c%20notices%2c%20tariffs%20and%20lists/Application%20Form%20-%20New%20or%20modified%20electricity%20supply%20service.pdf" target="_blank">Application for a New or Modified Electricity Supply Service</a></li></ul><p>They require technical information that your installer will be able to assist you with. Details of how to submit the forms and supporting documents are included on each form. Email the completed forms to the listed email addresses only.</p><p> <strong>Step 2:</strong> We will assess your registration for authorisation. This may include a visit to your property to confirm that your meter and connection are able to support SSEG. The visit does not typically require access to your property.</p><p> <strong>Step 3:</strong> If all relevant information has been provided, we will issue a Permission to Install Letter, allowing you to install your proposed SSEG system. It will state what you have registered for authorisation and outline the next steps, including which meter to install. You cannot install any PV generating equipment until you have received the letter.</p><p> <strong>Step 4:</strong> After you have installed and tested your SSEG, you will need to submit the following three documents to the City: </p><ul><li>SSEG Installation Commissioning Report (found in Appendix 1 of the Application for the Connection of SSEG form), signed by an <a href="https://www.ecsa.co.za/default.aspx" target="_blank">Engineering Council of South Africa (ECSA) <i class="icon link-external"></i></a> registered electrical professional </li><li>Final copy of the circuit diagram </li><li>An electrical installation Certificate of Compliance </li></ul><p> <strong>Step 5:</strong> We will contact you to arrange an appointment to sign the Supplemental Contract for Embedded Generation. A Commissioning Approval Letter will then be issued within 10 working days.</p> <span> <h2 class="sectHeading">​​​​​​​​​​Applying for authorisation for an off-grid SSEG system​​​​​​​</h2></span><span> <div class="notification with-heading dark-copy pink bg-light-grey"><div class="graphic with-border"> <i class="info remember">​​​</i> </div><div class="desc"><h4>Remember</h4><p>All systems need to be registered so that we can confirm if the system is off-grid or not. An unregistered off-grid system could be mistaken for an unauthorised grid-tied system. </p></div></div></span> <p> <strong>Step 1:</strong> Complete the <a href="https://resource.capetown.gov.za/documentcentre/Documents/Forms%2c%20notices%2c%20tariffs%20and%20lists/Declaration%20for%20off-grid%20SSEG.pdf" target="_blank">Declaration for Off-Grid Small Scale Embedded Generation form</a>. It requires technical information that your installer will be able to assist you with. Once you have completed this form, you can then install your off-grid system.</p><p> <strong>Step 2:</strong> After installation is complete, send the completed Declaration form to the City. You must include a copy of the electrical installation Certificate of Compliance, a test report and a schematic diagram of the off-grid installation, from your electrician, with the form.</p><p> <strong>Step 3:</strong> A City technician will contact you regarding the next steps to verify that the system is fully off-grid.</p><p> <strong>Step 4:</strong> We will then issue an Off-Grid Due Diligence Installation Approval letter, which gives you permission to generate your own electricity in a safe and legal manner.</p> <span> <div class="notification with-heading dark-copy pink bg-light-grey"><div class="graphic with-border"> <i class="info note">​​​</i> </div><div class="desc"><h4>Please note</h4><p>The authorisation process can take between 30 days and 3 months. There is no registration fee associated with the process.<br>         </p><p>Applicants are requested to work with the City to meet applicable deadlines. Applications submitted on or after 1 June 2019 must be concluded within three months of application. Failure to do so will require reapplication.</p></div></div></span><span> <h2 class="sectHeading">​​​​​​​​​​Metering​​​​​​​</h2></span> <h4>Grid-tied SSEG:</h4><p> <strong>Feed-in systems</strong><br> If you have a feed-in system, you will need to install an Advanced Metering Infrastructure (AMI) meter at your own cost. We will issue a metering quotation and, after payment is made, the meter will be installed.</p><p>If you do not intend to feed into the grid, you will need to enable reverse power flow blocking. A prepayment meter is required and will be installed by us at our cost.</p><p>You will be placed on the SSEG tariff from the date your AMI meter is installed. If your AMI meter was previously installed, you will be placed on the SSEG tariff from the date you sign the contract. You will be able to connect your system from the day you receive your Commissioning Approval letter.</p><p> <strong>Non-feed-in system</strong><br> If you are installing a non-feed-in system (with reverse power flow blocking): You will remain on your current tariff.
