Apply for childcare facilities<span> <h2 class="sectHeading">​​​​​​​​​​How to apply with the City​​​​​</h2>​​</span><span> <div class="notification with-heading dark-copy pink bg-light-grey"><div class="graphic with-border"> <i class="info note"></i> </div><div class="desc"><h4>Please note</h4><p>You will need to submit separate applications to both the City of Cape Town and the Provincial Government of the Western Cape in order to be fully registered.</p></div></div> <p> <strong>Step 1: </strong>Before you can submit your registration documents to the Provincial Government, you will have to register with the City and ensure that you have the correct approvals. Before registering with the City, please make sure of the following:</p> <ul><li>You have the correct <a href="https://www.capetown.gov.za/City-Connect/Apply/Planning-building-and-development/Land-use-applications?L1=Land%20use%20applications">land use and zoning extracts (certificates)</a></li> <li>You have passed a <a href="https://www.capetown.gov.za/City-Connect/Request-a-service/Request-an-inspection/Request-a-fire-inspection">fire inspection</a> and have fire clearance</li><li>You have passed an <a href="https://www.capetown.gov.za/City-Connect/Request-a-service/Request-an-inspection/Request-an-environmental-health-inspection">environmental health inspection</a> and obtained a health clearance certificate</li></ul> <p> <strong>Step 2: </strong>Download and complete the Application for Childcare Facilities Form from the document centre below.</p> <span> <div class="lrg-icon-content bordered"><div class="lrg-icon lrg-check"><p> <b>Please include with your form:</b></p><ul><li>your fire clearance certificate;</li><li>land use and zoning approvals, or copies of submissions if approval is pending;</li><li>a copy of a first-aid certificate of at least one staff member; and</li><li>a certified copy of the applicant’s ID.</li></ul></div></div>​​​​​​</span> <p> <strong>Step 3: </strong>Fax the form to <em> <a>021 400 4894</a></em> or mail it to the below address: </p> <p> <em>Director: City Health</em><br><em>PO Box 2815</em><br><em>Cape Town </em> <br> <em>8000</em></p> <p> You will be contacted regarding the outcome of your submission.</p> <span> <h2 class="sectHeading">​​​​​​​​How to apply​ with Provincial Government​​​​</h2></span> <p>Once you have completed your registration with the City, you will need to register your centre with Provincial Government’s <a href="https://www.westerncape.gov.za/dept/social-development" target="_blank">Department of Social Development<i class="icon link-external"></i></a>. </p> <p> <strong>Step 1:</strong> Develop a business plan for your centre. Your plan must contain the following:</p> <ul><li>The business hours of the partial care facility</li><li>The fee structure</li><li>The day care plan</li><li>The staff composition</li><li>The disciplinary policy</li></ul> <p> <strong>Step 2:</strong> Develop a constitution for your centre. It must contain the following:</p> <ul><li>The name of the centre</li><li>The types of services to be provided</li><li>The composition, powers and duties of the management</li><li>The powers, obligations and undertaking of management to, where applicable, delegate all authority with regard to care, behaviour management and development of children to the head of the centre</li><li>The procedure for changing the constitution</li><li>A commitment from the management to ensure compliance with the national norms and standards for childcare facilities</li></ul> <p> <strong>Step 3:</strong> Visit the <a href="https://www.westerncape.gov.za/dept/social-development">Department of Social Development <i class="icon link-external"></i></a>and meet with a social services professional. They will need to assess your proposal and make an official report on its viability</p> <p> <strong>Step 4:</strong> Download and complete the Registration of Partial Facilities Application Form at the bottom of the page</p> <span> <div class="lrg-icon-content bordered"><div class="lrg-icon lrg-check"><p> <b>Include with your form:</b></p><ul><li>details of the skills of the manager of the centre, along with copies of childcare qualifications;</li><li>a report by social services professional on the viability of the proposal;</li><li>a business plan;</li><li>the centre’s constitution;</li><li>zoning and land use certificates as required;</li><li>original copies of approved building plans or copies of submission if plans are undergoing approval;</li><li>an emergency plan;</li><li>clearance certificates confirming that the applicant and all staff members do not appear on the National Register for Sex Offenders; and</li><li>a health clearance certificate.</li></ul></div></div>​​​​​​</span> <p> <strong>Step 5:</strong> You can hand in your application at: </p> <p> <em>Department of Social Development</em><br><em>Union House </em> <br> <em>14 Queen Victoria Street </em> <br> <em>Cape Town </em> <br> <em>8001</em></p> <p> <strong>Step 6:</strong> Once your application has been received, it will be sent to the Provincial Department of Health for a report on the acceptability of the premises for an ECD centre.</p> <p> <strong>Step 7:</strong> Once all the requirements have been met, you will be issued with a registration certificate for your centre. If there are requirements that still need to be met, you will be notified by the department and given six months in which to comply.
