Apply for Covid-19 business support for your guest house or bed and breakfast<h2 class="sectHeading">​​​​​​​​​​Property classification​​​​​​​</h2><p>In accordance with our <a href="https://resource.capetown.gov.za/documentcentre/Documents/Bylaws%20and%20policies/Rates%20Policy.pdf" target="_blank">Rates Policy</a>, we classify guest houses and certain bed and breakfast properties as business properties.</p><p>Properties classified as business properties pay higher municipal rates compared to ordinary residential properties. Your guest house or B&B is classified as a business (for rates purposes) if more than 40% of the bedrooms are used, or are available to be used for providing accommodation for guests at a fee. </p><h2 class="sectHeading">Covid-19 business support options</h2><p>The following options are available to business owners during this time:</p><h4>Payment arrangement</h4><p>You can continue to operate and be classified as a business property. If your account falls into arrears, you can apply for a <a href="https://www.capetown.gov.za/City-Connect/Pay/Municipal-accounts/Electricity/arrange-a-payment-plan-for-debt-collection">payment arrangement</a>. </p><h4>Reclassification of property rating category</h4><p>You can close your business and apply for the reclassification of the property as a residential property in which case, you will not be able to operate as a guest house or B&B but the property rates will be reduced and all service-related tariffs and charges will be amended accordingly.</p><h4>Reduce the footprint</h4><p>You can reduce the footprint of your business operations to the extent that the property is predominantly used for residential purposes. You can then apply to reclassify the property to residential so that rates can be reduced.</p><h4>Take note of the following:</h4><ol><li>(i) If your application for reclassification is approved, the effective date, including the amendment of municipal rates and related tariffs will be from the date the signed application form is submitted by the property owner.</li><li>(ii) If your property is reclassified to residential during the crisis period, you must revert back to business classification if occupation reaches more than 40% of bedrooms utilised. </li><li>(iii) The proposed service tariffs and <a href="https://resource.capetown.gov.za/documentcentre/Documents/Bylaws%20and%20policies/Rates%20Policy.pdf" target="_blank">Rates Policy</a> form part of our <a href="https://www.capetown.gov.za/Family%20and%20home/Meet-the-City/the-city-budget/the-citys-budget-2020-2021">Draft budget for 2020/21, </a>which will be considered for approval by Council on 27 May 2020, to be implemented from 1 July 2020.</li></ol> <span> <div class="notification with-heading dark-copy pink bg-light-grey"><div class="graphic with-border"> <i class="info note">​​​</i> </div><div class="desc"><h4>Please note</h4><p>Our Valuation Office will be in continuous contact to monitor the occupancy rate and to provide property owners with the necessary support and guidance. </p></div></div></span> <h4>Accommodation for essential services and isolation cases</h4><p>If you want to keep operating your business, you have the option of offering accommodation as an essential service.</p><p>According to the regulations underpinning the national state of disaster, “accommodation used for persons rendering services, quarantine, isolation and the lockdown” are defined as essential services.</p><p>The <a href="https://www.westerncape.gov.za/" target="_blank">Western Cape Government (WCG)<i class="icon link-external"></i></a> is looking for willing partners in the hospitality industry who would like to offer accommodation for front-line healthcare workers for isolation purposes.</p><h4>Accommodation is required for the following:</h4> <span> <div class="mobile-scroll"><table><thead><tr><th>Scenario</th><th>Meaning</th></tr></thead><tbody><tr><td> <strong>Isolation cases</strong></td><td>People who have tested positive for Covid-19, and are not showing symptoms or showing mild symptoms, but need to be separated from others to prevent the spread of the virus.</td></tr><tr><td> <strong>Quarantine cases</strong></td><td>People who are not showing any symptoms, but may have been exposed to the virus and must be separated from others until it is determined whether they are infected or not. </td></tr><tr><td> <strong>Home away from home</strong></td><td>This is for anyone who needs a place to stay because they are not able to return to their own home, for example: <ul><li>stranded tourists, </li><li>medical staff, or</li><li>any person working in essential services that does not need to be isolated or quarantined.</li></ul></td></tr><tr><td rowspan="1"> <strong>​Medical facility</strong></td><td rowspan="1">Your establishment will be converted into a medical facility where people with medium to severe symptoms of Covid-19 can be treated.​</td></tr></tbody></table></div>​​​</span> <p>In most cases these people will pay for these services, but it is also possible that the WCG, or a private sector partner, will pay up to the recommended daily rate of R500 per person.</p> <span> <div class="notification with-heading Form</a><strong></strong></li><li> <strong>Step 2:</strong> To assist us in making sure that property valuations are as accurate as possible, complete the <a href="https://resource.capetown.gov.za/documentcentre/Documents/Forms%2c%20notices%2c%20tariffs%20and%20lists/Data_Collection_Form.pdf" target="_blank">Data Collection
