Apply to buy your own plot of land in Blue Downs
Qualifying first-time home owners who dream of building their own houses, can buy one of the City’s 219 plots of land in Fairdale, Blue Downs at a discounted price.
About
The serviced plots of land are targeted at those who earn between R9 000 and R22 000 per month, so do not qualify for RDP housing, and who are willing and able to build their own houses on the plots within five years of purchase.
The erven range from 160 – 350 m² in Fairdale, Blue Downs, and are close to rail and road infrastructure.
The prices of the plots of land differ according to the erf sizes. Once you apply, you will be able to access the individual prices of the plots.
Requirements
We are selling the plots of land to individuals or households registered on the
Housing Needs Register.
Additional qualifying criteria include, that you:
- are a first-time property owner
- are able to obtain a housing loan/bond from a bank
- are a South African citizen with a valid identity document/a permanent resident with a residence permit
- earn between R9 000 and R22 000 per month
- have a SARS clearance certificate
- have not previously received a government housing subsidy or RDP house
- qualify for the Finance Linked Individual Subsidy Programme (FLISP) subsidy

Conditions of sale
- The plots will be sold without a pre-approved building plan. It is the buyer’s duty to
obtain the relevant approvals for their building plans.
- The sale will be secured once a loan is approved. Full payment must be made to the transferring attorney within six months of signing the deed of sale.
- Once the plot is transferred to the buyer, they must start building and complete the formal structure within five years. Informal dwellings may not be constructed on the plots of land.
- The vacant plots may not be sold within five years from the date of purchase from the City.
Apply
Complete the
Application to Purchase a Serviced Residential Plot form and deliver it to the
Kuils River Municipal Office or the housing information kiosk on the second floor of the Cape Town Civic Centre (on Hertzog Boulevard in central Cape Town).
Take the following documents with you when you apply:
- marriage certificate or divorce decree (where relevant)
- proof of income
- proof of your and your spouse’s identity document
- pre-approved bond (it will strengthen your application)
- SARS clearance certificate
Please note
The City will use a scoring system, based on various criteria, to determine the final list of prospective buyers to whom we will sell the plots of land.
