Apply for a swivel lamp pole banner

We control outdoor advertising and signage in Cape Town. If you want to advertise for community events and campaigns on swivel lamp pole banners, follow the process below to apply for permission.

When to apply

The display of temporary third-party advertising for community events and campaigns on swivel lamp pole banners shall only be granted for a function or event conducted for the following purposes:

  • Religious
  • Educational
  • Social welfare
  • Animal welfare
  • Sporting
  • Civic
  • Cultural

For NPO special events and campaigns, the City will encourage swivel lamp pole banners as city dressing for advertising expos and NPO special campaigns and events for NPOs, and allow a portion of the graphic displaying sponsors’ commercial content or logo, and will have a calendar booking and approval process.

The City will also provide special concessions for NPOs to utilise swivel banners or sponsors' flags to raise funding or support where a site is not suitable for a small sponsored billboard.

How to apply

Step 1: Download and complete the Swivel Lamp Pole Banner Application Form at the bottom of the page. 

You will need to provide with your application:

In the case of an individual / private entity:

  • A copy of a municipal account in the name of individual making application
  • A copy of the individuals’ identity document


In the case of a business entity:

  • A copy of municipal account in the name of the business entity
  • A copy of the business registration documents
  • Details of ALL directors / members of the business entity, including full name, surname, copies of ID documents and their signatures)
  • A letter signed by a duly authorised individual who is able to act for, and on behalf of, the business (on a company letterhead) – which reflects who (name, surname and ID number) is submitting the application on behalf of the business (e.g. the driver, secretary or PA)


NOTE:
This person (appearing at our offices, with the application / sample poster or collecting any permits) shall be required to produce his / her ID

In all applications, a poster waiver checklist should be submitted and, if applicable:

  • a copy of the municipal account of the applicant, or who the applicant is applying on behalf of; and
  • payment of signage master plan application fee.

Step 2: You will need to bring the completed form and a sample of the artwork being used to any of our district offices (see table below) This will ensure the content complies with the requirements set out in the Outdoor Advertising By-law.

Please indicate clearly what type of event you are applying for:

  • Religious, educational, social welfare, animal welfare, sporting, civic (e.g. environmental, Cape Town’s heritage) or cultural purposes
  • International, national or local exhibition

Step 3: If the banner is within compliance, you will be required to pay an application fee, based on which category the banner falls under. Please consult our Environmental and Heritage Management tariffs in the document downloads section for the required fee.

Step 4: Once you have paid this fee, you will be issued with an approval letter and a set of rules for how to display your banners.

Payment

We accept the following methods of payment:

  • Cash, debit and/or credit card: We will cover the bank cost on a cash, debit and/or credit card payment on an amount above R7000 per transaction. We absorb such costs in respect of single payments of R7000 and below.
  • Direct deposit at any Nedbank Branch: Insert your payment reference number on your deposit slip
  • Electronic payments (EFT): Select the City of Cape Town as a bank listed beneficiary on your bank's website. Use your 9 - digit reference number in the beneficiary account number/ payment reference field.
