Winter Readiness Programme
The City of Cape Town recognises the challenges faced by people sleeping rough on the street, particularly during the winter months.

In our efforts to reduce the number of people sleeping rough on the street, we support non-governmental organisations (NGOs), non-profit organisations (NPOs) and public benefit organisations (PBOs) that provide shelter for street people by supplementing their available resources to enable more indigent people to benefit from their services.
Qualifying organisations will receive support to increase their bed capacity through the provision of matrasses, bedding, hygiene packs and dry food ingredients.
Organisations will not be expected to create any permanent accommodation.
The programme will run from 4 May - 30 October 2026.
Criteria
All participating organisations must:
- be registered as a NGO, NPO or PBO;
- have existing facilities to accommodate clients and address their needs through developmental programmes
Organisations applying to
increase bed capacity must:
- be compliant with the requirements of the
Population Certificate;
- have an approved
building plan
- submit a draft layout/floor plan for the additional bed spaces applied for
- have a
Certificate of Acceptability for food premises
- comply with all health and safety regulations; and
- agree to site inspections by the City’s Fire and Safety Departments, Environmental Health Department and Social Development and ECD Department that will be conducted before approval is granted.
