City reconstructing Cape Town’s historical information

The City of Cape Town’s Environment and Heritage Resources Information Centre (EHRIC) has expanded its collection to include more material relating to the history and development of Cape Town

The City’s Historical Map Collection is maintained and developed as a function of the Environmental Management Department’s Metro Heritage Office. It is housed at their 44 Wale Street offices in the Environmental and Heritage Resources Information Centre (EHRIC). EHRIC was established from the disbanded old municipal reference library for the purposes of giving access to records and facilitate good heritage management. <figure class="subtopic-fullsize-img"> <img class="responsive" src="https://resource.capetown.gov.za/cityassets/Media%20Images%202/DSC_4644.jpg" alt="" style="width:948px;" /> </figure>Since its inception in 2010, EHRIC has grown to include critical resources such as:<ul style="list-style-type:disc;"><li>A map series includes the work of William Barclay Snow, Alexander Wilson and Walter Thom</li><li>Historical Mayoral Minutes and Agendas from 1890</li><li>Official Planning Reports</li><li>Historical photographs and glass negatives of the City</li><li>Newspaper clippings of interest to the City that date back to 1898</li><li>Historical surveys and plans of the city that date back as far as 1862</li><li>Historical Property Records</li><li>Copies of old Building Plans </li><li>Gazettes (including early newspapers) from 1809</li></ul> 'The City's historical map collection is a very sensitive and valuable source of information. We need to look after it carefully and the acquisition of the ninth-floor strongroom enables the curation of these documents in an environment that is safe and appropriate. The maps were spread over five rooms in the past, but now all of them are in one room that is secure, clean, dust free and has block out blinds. <figure class="subtopic-fullsize-img"> <img class="responsive" src="https://resource.capetown.gov.za/cityassets/Media%20Images%202/DSC_4649.jpg" alt="" style="width:948px;" /> </figure> ‘The next big step is the restoration and digitisation of these priceless maps, plans and heritage-related documents. Comment period extended for spatial vision for Blaauwberg Road Corridor

The City of Cape Town published the draft Local Spatial Development Framework (LSDF) for the Blaauwberg Road Corridor in Table View on 9 September 2024 for public comment

The draft LSDF relates to the areas adjacent to Blaauwberg Road, one of the most important transport routes in Table View. The corridor covers a distance of approximately 5km from Marine Circle in the west to the intersection with Koeberg Road and Potsdam Road in the east. ‘The intention of the LSDF is to address the challenges posed by historic planning dating from the 1980s, changes in the surroundings over the past 40 years, limitations on the corridor’s development potential, increasing congestion, and infrastructure challenges. Last month we hosted a public information day that was very well attended by residents and stakeholders. Given the interest, we have decided to give those who still want to comment another month to do so. I want to encourage residents and interested parties to make use of the additional time, and to submit comments. Over the past 40 years, the urban footprint expanded to the north with the creation of new suburbs such as Parklands, Dunoon, West Beach, Sandown, Big Bay, Sunningdale, Rivergate and more. Congestion along Blaauwberg Road has subsequently increased, and with historic title deed restrictions limiting the development potential along this corridor.In devising the draft LSDF the City relied on the 1998 Blaauwberg Road Growth Management Strategy as reference point. More than 25 years ago already, the strategy proposed that we should combine the mobility function of the Blaauwberg Road east-west arterial route with higher density mixed use development along the axis in order to fulfil the corridor's future potential.Furthermore, the draft LSDF responds to and aligns with the Blaauwberg District Spatial Development Framework that was approved by Council in 2023. The DSDF identifies Blaauwberg Road and part of Marine Drive as prioritised areas for mixed land use, and higher density development; and pursues improved access to coastal opportunity areas such as the Table View beachfront. The draft LSDF is informed by an interactive public participation process that took place in the second half of 2023, during which the insights of residents, business owners and other interested groups were taken into account.Key spatial strategies for the Blaauwberg Road Corridor<ul style="list-style-type:disc;"><li>Plan for employment and improve access to economic opportunities – while the economy along Blaauwberg Road is currently service and retail based, there is a potential for a greater mix of economic opportunities</li><li>To enhance access to the Marine Circle area and the coastline, which is a destination for sport and recreation, and tourism. Improved management can support economic development </li><li>The Western section of the corridor between Marine Circle and the R27 can be developed further as a mixed use economic area. The shift to remote work brings opportunities to local business nodes and its proximity to the coast gives Blaauwberg Road a competitive advantage</li><li>Development should be cognisant of the surrounding natural assets such as Rietvlei and the coast; and capacity constraints of the current services infrastructure </li><li>Blaauwberg Road is a trunk MyCiTi route; increasing densities in the surrounding corridor will give more people access to opportunities along the route</li><li>New development should provide a range of housing opportunities to accommodate varied income levels in support of a more inclusive and integrated city </li></ul>The key policy outcomes: building a resilient corridor that can withstand the impact of climate change (wind, rising sea levels, storm surges); creating a vibrant and walkable urban area; managing growth responsibly; improving connections with public open spaces and natural areas; improving the mobility functions of Blaauwberg Road and the West Coast Road; and promoting sustainable streetscape designs. The draft also proposes priority areas and projects for intervention to be implemented by City departments over the short- to long-term. These are based on the feedback received during the public participation process that the City hosted in September and October 2023 as part of the review of Growth Management Strategy for Blaauwberg Road. New forum to improve Soet River water quality

The Soet River passes through Lwandle, Nomzamo and Strand, then enters False Bay, passing through the Greenways Golf Estate.

The Soet River Catchment Management Forum (SRCMF) held its inaugural meeting earlier in June this year, followed by elections of the executive members on 13 August 2024, where Dave Walker was elected chairperson and Lionel Botha as deputy chairperson. Walker, who lives near the river mouth along a heavily polluted stretch, is passionate about restoring the river’s health. He has been actively involved in multiple clean-ups along both the river and the beach. As chairman, his role is to ensure that there is collaboration between stakeholders, such as the City, the South African National Roads Agency Limited (Sanral) and the local community, to address issues ranging from water pollution and environmental awareness to maintenance standards of the river and surrounds. <figure class="subtopic-fullsize-img"> <img class="responsive" src="https://resource.capetown.gov.za/cityassets/Media%20Images%202/New%20forum%20to%20lead%20efforts%20to%20improve%20Soet%20River%20water%20quality%201.jpg" alt="" style="width:933px;" /> </figure> Catchment fora offer an interactive platform which brings together members from the City, other governmental organisations, local councillors, residents and businesses in the vicinity of the catchment area. For the SRCMF, some of the identified stakeholders include: Helderberg Community Organisation, IntsikaYethu Foundation, Gantouw Heritage Association, Afriforum Helderberg, Helderberg Ocean Awareness Movement and Greenways Golf Estate. The immediate priority is to focus on the upper section of the Soet River, which is currently in a highly polluted state. In recent years, unlimited volumes of solid waste and grey water have been dumped into the river, as informality and the general population increases. <figure class="subtopic-fullsize-img"> <img class="responsive" src="https://resource.capetown.gov.za/cityassets/Media%20Images%202/New%20forum%20to%20lead%20efforts%20to%20improve%20Soet%20River%20water%20quality%202.jpg" alt="" style="width:821px;" /> </figure>Planned interventions to reduce pollution in the Soet River include:<ul style="list-style-type:disc;"><li>educational awareness campaigns</li><li>increasing facilities for solid waste disposal along the river bank and supervision of those disposal sites</li><li>installation of robust litter traps</li><li>increasing the frequency and effectiveness of mechanical and manual clean-up operations</li><li>targeted monitoring of illegal dumping of solid waste, detergents, oils and lubricants which will also aid in reducing sewer overflows</li><li>increasing bioremediation efforts</li><li>appointing river wardens</li><li>relocating temporary toilets away from the river bank 'The Soet River is in a dire condition and requires a significantly increased focus from the City, Sanral and other stakeholders. Through the catchment forum, a dedicated team can work together to set reasonable, achievable targets with deadlines, to significantly improve the flow and water quality. Doing so will reduce the detrimental impact on affected communities and the environment in the short term. The SRCMF is grateful for the support of the City and other key stakeholders and we will closely monitor progress,' said Dave Walker, Chairperson of the Soet River Catchment Forum. In addition to regular cleaning and maintenance, as guided by the Soet River Pollution Abatement Strategy and Action Plan (PASAP), the City plans to invest in the installation of litter interceptors in the river. This will assist with capturing litter and other debris before it reaches the ocean. The SRCMF will also track progress on meeting all of the objectives outlined in the high level action plan on a monthly basis. </li></ul> <figure class="subtopic-fullsize-img"> <img class="responsive" src="https://resource.capetown.gov.za/cityassets/Media%20Images%202/New%20forum%20to%20lead%20efforts%20to%20improve%20Soet%20River%20water%20quality%204.jpg" alt="" style="width:880px;" /></figure> ‘The establishment of catchment management fora remains a key deliverable for the Water and Sanitation Directorate as part of the Mayoral Priority Programme (MPP). In partnership with community organisations and through joint interventions, these fora can become drivers for improvement of inland water quality across the City. ‘It was a pleasure to have met with the newly appointed office bearers of the SRCMF. Their enthusiasm for restoring the condition of the Soet River will go a long way in making the proposed solutions provided for in the strategy a reality. Car-free marathon route could get Cape Town to the Majors

The Sanlam Cape Town Marathon is a candidate race for the Abbott World Marathon Majors.

One major benchmark being evaluated for the 2024 Sanlam Cape Town Marathon is a car-free route. In order to assist the race organisers to get top marks on this aspect of the criteria, a number of roads along the marathon route have been designated no parking areas for race day on Sunday, 20 October 2024. This includes roads in the Atlantic Seaboard, CBD, District Six, Mowbray, Newlands, Claremont, Rondebosch, Observatory, Salt River and Woodstock. <figure class="subtopic-fullsize-img"> <img class="responsive" src="https://resource.capetown.gov.za/cityassets/Media%20Images%202/2023%20Cape%20Town%20Marathon%20%c2%a9Mark%20Sampson%20-46.jpg" alt="" style="width:949px;" /> </figure> ‘One of the biggest issues the marathon encountered during the 2023 race was parked cars along the route, which resulted in an unfavourable assessment by the World Marathon Majors officials. For the 2024 race, we are asking residents and visitors to assist in getting the Cape Town Marathon over the mark. ‘Please avoid parking or leaving cars along the designated no parking areas along the route leading up to and on race day. The City’s Events Coordination Committee has been working diligently behind the scenes with race organisers, mapping out all the logistical plans for a safe and secure route for the marathon. We are pleading for residents and visitors to assist us in ensuring the race route is car-free for the success of the Cape Town Marathon,’ said Alderman JP Smith, Mayoral Committee Member for Safety and Security.
