What to expect when visiting the Muizenberg beachfront

The upgrade of the Muizenberg beachfront commenced in February 2025 on the western side of Surfer’s Corner. Work is currently under way to replace the aged seawall, and early in the new year the major upgrades to public amenities will be in full swing.‘Many locals and visitors from elsewhere will be flocking to Muizenberg over the festive season as this is one of the most popular beaches in Cape Town. I visited the site earlier this week to see how the work is progressing, and to find out what measures will be in place to make holidaymakers’ outing as pleasant as possible, given that the western side of the beachfront is currently under construction. I want to thank the local community and business owners in particular, for their ongoing support and cooperation. This investment in the Muizenberg beachfront will mitigate the impact of climate change for decades to come, safeguard underground services infrastructure such as sewer, stormwater and water mains, and importantly, improve visitors’ overall experience with new and upgraded amenities,’ said the City’s Deputy Mayor and Mayoral Committee Member for Spatial Planning and Environment, Alderman Eddie Andrews. <img class="responsive" src="https://resource.capetown.gov.za/cityassets/Media%20Centre/Muizenberg%203.jpg" alt="" /> Important arrangements for the festive season: <ul> <li>Work will continue until Friday, 19 December 2025, and will resume again on 12 January 2026</li><li>There will be temporary access to the popular St James Walkway via the western parking area. Ward-based enforcement efforts kick into gear

The teams have arrested more than 200 suspects for various crimes and confiscated over 1 000 units of drugs.

Between September and November 2025, the NSO teams - who are deployed in over 90 wards - have arrested 115 suspects for drug-related crimes and confiscated 1 070 units of drugs, including mandrax, dagga and tik. They've also made arrests for dealing in prescription medication such as Xanax and cough syrup. Through partnerships with local stakeholders including SAPS, Neighbourhood Watches and Community Policing Forums, the teams have participated in various operations and interventions, leading to the arrest of an additional 94 persons for various crimes ranging from attempted murder and burglary to the possession of dangerous weapons including knives, zip guns and imitation firearms. The NSO teams have also recovered firearms and ammunition in Atlantis, Philippi and Macassar. 'Over the last few weeks, I have joined the NSO teams on patrol in various communities including Uitsig, Plattekloof, Bonteheuewel and Manenberg. The presence of SAPS, Neighbourhood Watches, security companies and many others was a clear indication of officers who have integrated themselves into these communities. During a patrol in Rocklands, Mitchell's Plain I was impressed to see the teams had profiled every gang house, reported these issues to the necessary enforcement unit and had even reached out to assist an elderly woman whose home was affected by a recent fire, allegedly caused by drug users,' said Mayoral Committee Member for Safety and Security, Alderman JP Smith. <figure class="subtopic-fullsize-img"><img class="responsive" src="https://resource.capetown.gov.za/cityassets/Media%20Images%202/NSO%20patrol.JPG" alt="" style="width:949px;" /></figure>The NSOs have also put their traffic enforcement training to good use, doing regular Vehicle Check Points and stop street enforcement operations, which resulted in the arrest of 31 persons for driving under the influence of alcohol.'During a stop street operation with the NSOs in Dennemere, I was introduced to a 12-year-old boy who had been struck by a motorist who had failed to stop at that very spot, resulting in serious injuries. His mother explained how he was flung in the air and suffered various injuries and had to undergo brain surgery. While many residents question this type of enforcement, the story of this little boy is a reminder why we will continue to act against all traffic violations,' added Alderman Smith. The NSOs are tasked with by-law enforcement, traffic enforcement and general crime prevention duties. The City reminds the public to report all issues and concerns by calling the Public Emergency Call Centre (PECC) on 021 480 7700 and to obtain a reference number. This is necessary for the Safety and Security Directorate to ensure effective command and control of operational staff and to develop profiles on each ward to assist in ensuring that the deployment is effective and responsive to issues reported. 'By logging service requests, the work done by the NSOs can be tracked and accountability and transparency can be ensured. The City will soon be making available an app which will allow residents to report emergencies without the need for a phone call,' Added Alderman Smith.

Cape Town adopts Rail Business Plan, Vision 2050

The City regards passenger rail takeover as essential to improving integrated public transport across the metro, one of several key means to achieving its broader Long Term Plan target of 110% GDP growth by 2050. The Rail Business Plan explored nine devolution scenarios, identifying the three most viable options. All viable options involve the devolution of rail services, associated assets and infrastructure to the City with the participation of the private sector operating services on a contractual or comprehensive concession basis. The Business Plan also rules out less viable devolution scenarios where infrastructure remains owned and managed by Prasa, and where the City operates the rail service rather than the private sector. Crucially, the plan concludes that devolution is only possible with funding from the national fiscus, with no room within the rates base of the City to cross subsidise rail. The City also needs to have authority over fare-setting, access to long-term National grant-funding, and to generate local revenue through public-private partnerships and commercialisation. This is in line with the City’s constitutional mandate for integrated transport planning across different public transport modes. ‘Today is an historic milestone as Council adopts both a Business Plan for passenger rail takeover in the short-term, as well as our City’s overall long-term plan until 2050, which sets out our strategic goals over the next 25 years. ‘In the Cape Town of 2050, we’ll mostly use affordable public transport to get around, our streets will be much safer due to smart policing, we’ll source a healthy portion of our water and electricity from alternate sources for greater security, and our natural environment will be protected and restored for future generations.‘Capetonians urgently need an expanded, affordable, and reliable rail service that is integrated with other forms of transport via one ticketing system. The Rail Business Plan will now inform our engagements with national government to devolve passenger rail to the City. This is one of the critical first steps in the long-term vision to massively scale up passenger numbers, new train sets, new routes, upgrade stations, and develop surrounding precincts with affordable housing over the next two decades,’ said Mayor Geordin Hill-Lewis. ‘The National White Paper on Rail and the Constitution both recognise that local government is best positioned to deliver integrated, affordable, and accountable public transport through coordinated planning across transport modes. ‘To ensure a viable devolution handover, it is necessary for Prasa and national government to restore the rail network and operations to 2012 levels of 620 000 daily passenger trips, which existed prior to the steady collapse of rail over the last decade. The City would then work to further expand the rail service. In most scenarios, this includes a new Blue Downs rail link and potentially further expansion dependent on the national fiscus,’ said the City’s Mayoral Committee for Urban Mobility, Councillor Rob Quintas. The City’s Rail Business Plan follows the inception phase of the Rail Feasibility Study, followed by a Baseline Analysis (October 2023) that assessed the current state of rail operations and infrastructure in Cape Town. This was succeeded by the development of the Alternative Institutional Options Report (October 2024), which identified and evaluated viable network and governance models. Following Council’s approval of the preferred institutional options in December 2024, the Business Plan Phase commenced in January 2025. The Business Plan was developed using in-depth research into the state of the local rail system as well as stakeholder engagement to provide a credible basis for negotiations with national government and further long-term planning. Cape Town’s Vision 2050 Cape Town’s Vision 2050 is based on the twin goals of creating a city of opportunities for all, and a metro that is future-fit for the challenges of the next 25 years. The Long-Term plan adopted by Council today captures various City initiatives in support of these aims. Highlights include: Raised infrastructure investment and Ease-of-Doing-Business targets, aiming for a 120% increase to GDP by 2050<ul><ul><li>Smart policing that is data and tech-driven for a safer Cape TownReinstating passenger rail as the backbone of an expanded transport network under the City’s management</li><li>Residents use public transport for 75% of all trips by 2050, and no Capetonian spends more than 10% of their disposable income on transport</li><li>Improved use of digital technology and artificial intelligence for better governance and communication with residents Meeting 35% of electricity demand with alternative energy sources by 2030 and grid upgrades for a decentralised, energy-trading future</li><li>Targeting 25% of Cape Town’s water from alternative non-surface water sources by 2040</li><li>Increase new housing opportunities to 50 000 per year via land release, private sector-led development, upgrades to informal settlements, and support for micro-developers to build safe and compliant affordable rental housing</li><li>Major sanitation investments including wastewater treatment works to protect inland and coastal ecosystem</li><li>Diverting 70% of waste from landfill by 2050, with improved waste collection, landfill, recycling and waste minimisation</li><li>Bio-diversity protections and upping annual tree-planting rates to plant 100 000 trees by 2050 to combat climate change in line with the City’s Urban Forest Policy</li><li>Disaster risk capacity to deal with climate challenges, from fires to drought and flood</li></ul>End </ul>

Council approves amendments to give ECDs a hand up

Several years ago, the City identified development charges as a stumbling block to Early Childhood Development Centres, which gave rise to the Development Charges Exemption Criteria for ECDs.

Development charges are applicable to any building or infrastructure development project in Cape Town. The once-off fee is imposed at the time of a land development application or when an application is made to change the lawful land use or zoning of a property. Several years ago, the City identified this as a stumbling block to Early Childhood Development Centres, which gave rise to the Development Charges Exemption Criteria for ECDs – approved by Council in October 2020. Any ECD that meets the criteria can therefore be exempted from paying the development costs. Five years later, the criteria has been further refined, following a series of engagements with the sector, and the public at large. Key changes are that the City will consider applications for ECDs on government-owned properties under certain conditions and simplifying tax-related documentation required for applications.'The review is more than an administrative adjustment; it is another step in building an enabling environment for those who carry one of the city's most important responsibilities - the early development and safety of our youngest children. 'This will not only reduce financial burdens on community-based and low-fee ECDs, but it will also support compliance and registration, by helping more centres meet City and provincial standards, and promote equitable access to early learning, particularly in vulnerable and under-serviced areas,' said Mayoral Committee Member for Community Services and Health, Councillor Francine Higham. 'At its core, this is about shifting from a compliance-first system to a partnership-first system that supports and acknowledges the important role ECDs play as social infrastructure. The amendments that were approved by Council address the challenges that the sector raised with us at the two indabas we hosted in August and November this year. These improvements also maintain policy consistency and fiscal responsibility, as required by legislation. These amendements ensure that becoming compliant is not a luxury only available to the well-resourced. If we want safer children, better early learning outcomes, and more opportunity for working parents then we must continue breaking down the barriers that prevent ECD centres from entering the formal system,' said the City's Deputy Mayor and Mayoral Committee Member for Spatial Planning and Environment, Alderman Eddie Andrews. The refinement of the Development Charges Exemption Criteria forms part of a much broader commitment by the Community Services and Health Directorate to strengthen the ECD ecosystem. This includes safety audits and classroom aids to help them towards compliance; educational programming; storytelling initiatives and learning resources through the City's libraries, and targeted health support from City Health. The Community, Arts and Culture Development Department works with centres on governance, early learning environments, practitioner development, and linkages to social assistance. 'And with the launch of the new ECD training handbook which is shared at workshops across the City, we are giving operators a single, accessible roadmap to navigate City processes, access support, and understand exactly what is required to operate safely and legally. This is about building a system where ECDs are not left to struggle alone, but are backed by a City that walks the compliance journey with them,' added Councillor Higham.
