Subcouncil 6 SUPPORTED and NOTED the report and recommended to the Executive Mayor, recommend to Council that:
a)    Based on the process prescribed in the City of Cape Town's Informal
       Trading By-law, Council adopt an Informal Trading Plan for the Bellville as
       indicated in the attached Annexures 2 to 20.
b)    The areas indicated on the attached Annexures 2 to 20 of the Bellville
       trading plan be declared areas in which the carrying on of street vendor,
       peddler or hawker is prohibited, with the exception of the informal trading
       bays reflected within the attached Annexures 2 to 20.
c)     The areas indicated on the attached Annexures 2 to 20 of the Bellville
       trading area be declared an area in which the carrying on of the business
       of street vendor, peddler or hawker is restricted to persons in possession
       of a valid permit.
d)    Informal trading bays mentioned in Annexures 2 to 20 be let out by means
       of a permit system and that no informal trading be permitted in this area if
       a person is not in possession of a valid permit issued by an employee,
       agent, representative and/or service provider of the City of Cape Town
       who are specifically authorized by the City in this regard.
e)    In terms of the provisions of the Businesses Act, Act 71 of 1991, the
       proclamation of the trading plans for Bellville as published in Provincial
       Gazette no. 7758 (Tygerberg region), dated 13 April 2017, and Provincial
       Gazette no. 6949 (Tygerberg region), dated 3 February 2012, BE
       REPEALED
f)     The amended, approved informal trading plan be published in the
       Provincial Gazette in terms of the Informal Trading By-law
g)    The trading hours for all approved informal trading sites be from 05:00 to
       20:00 from Monday to Sunday.
h)    The objections received following the public participation process not be
       upheld                      .
