Leasing or purchasing City-owned land

The City is required to lease or dispose of its surplus viable land via a transparent and competitive process. Non-viable land can also be leased or purchased upon application.

Leasing or purchasing viable land 

Viable land is property that can be developed and function as a separate entity capable of registration in the Deeds Office.

Viable land includes properties used for the following purposes:

  • Commercial
  • Industrial
  • Business
  • Residential
  • Social (including early childhood development centres and public places of worship)

In terms of legislation and policy, the sale or lease of City-owned immovable property must follow a competitive process, and properties may only be sold or leased if they are surplus to the needs of the municipality.

When City-owned immovable property is identified as being surplus to the needs of the municipality and approved to be sold or leased, the City follows a competitive process either by means of a tender or auction to sell or lease the property. The tender and auction of City properties are advertised in the local newspapers.

Apply to lease or purchase viable land

Where a City-owned immovable property is sold or leased via a tender procedure, interested parties must submit a tender by completing the official tender document which becomes available once a tender has been advertised in the newspapers or media. 

Please note

Tenders are advertised in the Municipal Notices in The Cape Argus and Die Burger on Fridays. Properties on auction are advertised by the auctioneers in the local newspapers. 

Alternatively, interested parties can visit the City’s Supply Chain Management website every Friday to see if any appropriate land has been made available for tender.

If you wish to acquire a property that will be disposed of through an auction, you must first register with the auctioneer appointed by the City to undertake the auction.

Leasing or purchasing non-viable land

Non-viable land refers to any City-owned property that cannot be developed on its own or function as a separate entity due to urban planning and physical constraints or extent.

Apply to lease or purchase non-viable land

The City sells or leases non-viable property that can become functional only if used by an adjoining property owner in conjunction with that owner’s property.

Your application requires a non-refundable application fee. Incomplete application forms will not be processed.
