City hosts open house to share rehabilitation plans of Sand and Langevlei Canals confluence

Water and Sanitation Directorate will host a public engagement session to present the proposed rehabilitation plans for the Sand and Langevlei Canals confluence area in Coniston Park, Retreat

The Catchment, Stormwater and River Management branch has begun another round of public participation related to the multi-faceted <a href="https://www.capetown.gov.za/Media-and-news/Plans%20in%20place%20for%20the%20rehabilitation%20of%20the%20Sand%20and%20Langevlei%20Canals%20Confluence">rehabilitation of the Sand and Langevlei Canals Confluence</a>. This follows the initiation of a basic assessment process that requires the compilation of a Draft Basic Assessment Report (DBAR), now currently available to the public for comment. The report will be available for a 30-day comment period and presents the various impact of the project, presented with input from specialists. The public review period is from 27 September – 28 October 2024 and the DBAR is available for download on the Lukhozi Consulting Engineers (LCE) website – <a href="http://www.lukhozi.co.za/">www.lukhozi.co.za</a>. <figure class="subtopic-fullsize-img"> <img class="responsive" src="https://resource.capetown.gov.za/cityassets/Media%20Images%202/City%20hosts%20open%20house%20to%20present%20plans%20of%20Sand%20and%20Langevlei%20Canals%20Confluence%202.png" alt="" style="width:728px;" /> </figure> Public participation is being conducted in accordance with Regulation 41 of the Environmental Impact Analysis (EIA) Regulations 2014 (as amended). The primary aim of the current public participation is to allow stakeholders to give input to the detailed design for the proposed rehabilitation of the Sand and Langevlei Canals confluence. This design incorporates feedback from the initial round of public participation. Public participation is essential to finalising the Draft Basic Assessment Report (DBAR), and this round ensures compliance with the National Environmental Management Act (NEMA) regulations. This rehabilitation project is part of the <a href="https://www.capetown.gov.za/Family%20and%20home/residential-utility-services/residential-water-and-sanitation-services/liveable-urban-waterways">Liveable Urban Waterway (LUW) Programme</a> (LUW) Programme and is one of five initiatives in the Sand River Catchment, aimed at restoring the waterway to a more natural state. This will be achieved by de-canalising sections of the canals, installing additional waste interceptors and reinstating wetland areas, thereby enhancing the functioning of the entire ecosystem. Additionally, recreational facilities will be developed on-site to add social value to the urban green space for the surrounding community. <figure class="subtopic-fullsize-img"> <img class="responsive" src="https://resource.capetown.gov.za/cityassets/Media%20Images%202/Sand%20&%20Langevlei%20Birds%20Eye%20with%20underlay%20annotated.jpg" alt="" style="width:800px;" /> </figure> ‘We invite all interested and affected parties to attend the open house and submit their comments on the Draft Basic Assessment Report. This project will come with a multitude of benefits. Besides providing residents with a safe, green open space to enjoy, it will also reduce the silt and litter load entering Zandvlei. Warrant dodger can’t bail jail

Two motorists on the Top 100 list of offenders were arrested during an operation in the Mitchells Plain area

Two motorists on the Top 100 list of offenders were arrested during an operation in the Mitchells Plain area on Thursday, 3 October 2024 – they had 87 warrants between them, valued at R270 100. A week ago, two others were arrested with 43 combined warrants valued at R226 550. ‘That’s four motorists who have racked up just shy of half a million rand in unpaid fines, warrants and contempt of court penalties. They are poster children for that section of our motoring public who still believe that they can get away with their misdeeds. Hopefully this turn of events will make them reconsider. At least one of the four is still behind bars at Pollsmoor after he couldn’t come up with the R18 000 bail amount. ‘In the past year, we have seen increased compliance from some motorists, but there are still many scofflaws on our roads daily, who think they are above the law. I hope these arrests serve as a cautionary tale,’ said Mayoral Committee Member for Safety and Security, Alderman JP Smith. In general enforcement efforts in the past week, traffic officers recorded 46 843 offences, executed 1 366 warrants of arrest and impounded 198 public transport vehicles. They arrested 39 people - 28 were for driving under the influence of alcohol, four for reckless driving and seven for other transgressions. Law Enforcement officers made 157 arrests and issued 2 592 notices, while their Metro Police counterparts arrested 89 suspects, issued 2 224 fines and confiscated various contraband items. In Hanover Park on Friday, 4 October, Metro Police officers arrested a 34-year-old suspect for possession of a 9mm firearm and 14 live rounds of ammunition. The Public Emergency Communication Centre recorded 1 659 incidents this weekend, of which 144 were assault cases, 59 domestic violence incidents, 75 motor vehicle and pedestrian accidents and 228 noise nuisance complaints. Construction begins on SA’s first City-run solar PV plant in Atlantis

Cape Town Mayor, Geordin Hill-Lewis, and Energy Mayco Member, Alderman Xanthea Limberg, have turned the sod at the City’s 7MW – 10 MW Atlantis solar photovoltaic (PV) plant

‘What an exciting day this is for Cape Town and also for the people of Atlantis. This is one of our flagship projects in our priority programme to build a more secure energy future, with advanced plans to diversify energy sources for cleaner and more affordable energy. This is so vital as we face another massive Eskom price hike. ‘Construction on this R200m project is expected to take about a year, after which we’ll connect the Atlantis solar plant to a nearby main substation to feed 7MW (and potentially scalable up to 10 MW) directly to the grid. It is the first utility-scale renewable energy project in Cape Town and will be owned and operated by the City. The first power is expected to be delivered near the end of 2025. The idea is to potentially have a number of similar plants rolled out across the metro in the years to come. <figure class="subtopic-fullsize-img"> <img class="responsive" src="https://resource.capetown.gov.za/cityassets/Media%20Images%202/solar%20pv1.JPG" alt="" style="width:949px;" /> </figure> ‘Not only are we breaking ground today for the construction of the solar PV plant, but I am thrilled to announce we’ve just issued our very first 5MW battery storage tender. The battery storage facility will be constructed on this same site. We are leading the pack in South Africa and I am proud that our solar plant is the first one under construction in the country. ‘This project forms part of our broader SA-record infrastructure investment of R39,5bn between July 2024 and June 2027. Thanks to our officials for their dedication and also thanks to the Atlantis community for the great support that has been shown for this project,’ said Mayor Hill-Lewis. The City awarded the tender for engineering, procurement and construction of the plant to the Lesedi Technoserve Consortium. ‘At the heart of the City’s investment programme is the desire to boost our local Cape Town economy. Our Atlantis project will have significant benefits for the economy and job creation, increasing green jobs across various skill levels. We are working closely with all stakeholders. <figure class="subtopic-fullsize-img"> <img class="responsive" src="https://resource.capetown.gov.za/cityassets/Media%20Images%202/solar%20pv%202.JPG" alt="" style="width:949px;" /> </figure> ‘The City currently uses 75% of the tariff income from our electricity sales to buy Eskom power. With the continued Eskom-price escalations, the most recent being an almost 44% hike requested, we simply have to diversify the energy resources. These hikes are not sustainable for the City or our residents and we will continue to fight against these exorbitant increases. ‘The Atlantis site will also house our first utility-scale battery storage operation. The Battery Energy Storage System (BESS) Project aims to serve as a pilot project to eventually incorporate energy storage within the City’s network. By co-locating the battery system at the Atlantis PV plant, it allows the solar PV and BESS to operate in synergy as a hybrid plant. The BESS project will target a minimum rated power output of 5 MW, and have a useable energy storage capacity of 8 MWh. The community of Heideveld and all Capetonians can be extremely proud of this young man who risked his own life to save another, alongside several other heroes who are yet to be identified. It is incredible that these ordinary beachgoers staged this heroic rescue without thinking twice, and saved a life in the process,' said Mayor Hill-Lewis.The incident occurred along a stretch of Table View coastline which experiences regular rip currents and is outside of the designated swimming areas at Big Bay and Milnerton where lifeguards are based. No fatalities were reported on the day along the Table Bay coastline.As the festive season approaches, the City has deployed lifeguards to 29 different beaches, tidal pools and stretches of coast between the hours of 10:00 and 18:00. To date, 241 seasonal lifeguards have been recruited and deployed to manage the influx to beaches.'We commend the efforts of members of the public for their rescue efforts off the coast of Table View on Saturday. We call on the public to only swim at designated areas where our dedicated and professional lifeguards are playing a crucial role in safeguarding beachgoers.
