About
The City’s
Property Development Department has initiated the land packaging and acquisition of the development rights process for Erf 2187 in Three Anchor Bay, Green Point.
This process involved the development of an urban design concept aimed at defining a maximised development envelope for the site, informed by a comprehensive suite of technical evaluation studies. The preliminary conceptual proposal indicates a potential maximum development capacity of approximately 117,000 m² of gross building area across the site.
This would enable a mixed-use development, including:
- retail,
- office,
- residential,
- hotel,
- community, and
- public spaces.
The Department’s professional team has now entered the statutory Basic Assessment process in accordance with the National Environmental Management Act (NEMA) EIA Regulations (2014, as amended). The proposed concept design, as presented in the Draft Basic Assessment Report for public participation, has been subject to an extensive consultation process that commenced in February 2025. This process has been undertaken in parallel with technical and professional inputs to identify opportunities and constraints associated with the site.
Where are we in the process?
The previous non-statutory public engagements have informed the Concept Design, which has been refined and undergone various impact assessments. The project is now entering the statutory phase of the Basic Assessment process, as per the National Environmental Management Act EIA Regulations (2014, as amended).
The draft Basic Assessment Report (dBAR) for the proposed mixed-use development on erf 2187 in Three Anchor Bay is now available for public comment.
