Our services can be flexibly combined to enable commercial telecommunications companies to extend their own networks across the City’s infrastructure, and so provide high speed broadband service anywhere in the metro area.

Understanding our services

Our goal is not to compete with service providers, but rather to support them in fostering the expansion of broadband services across Cape Town.

Please note

These network services are only available to companies that are licensed telecommunications service providers.

The Cape Town Metro Area Network

A metro area network is a telecommunications network designed and built to serve specific urban areas. It is underpinned by a single shared infrastructure that can support multiple networks and is typically operated on an "open access" basis.

The Cape Town Metro Area Network utilises optic fibre cables that, once completed, will stretch from Atlantis in the north to Strand and Somerset West in the east, and to Muizenberg in the south. Currently, our network comprises of 935 km of optic fibre cables and 34 switching facilities, also known as Points of Presence (POP) or Data Centres (DC). These optic fibre cables and microwave links connect 556 City buildings, with speeds of up to 1Gbps.

The network already has a significant presence in Cape Town's Central Business District (CBD), Khayelitsha, Mitchells Plain, Nyanga, Kuils River, and Atlantis, where substantial investments have been made.

City telecom fibre footprint

Tariffed services for telecommunications service providers

The City’s network infrastructure operates on "open access" principles, allowing licensed telecommunications service providers to expand their networks and offer broadband services to their customers.

The City’s tariffed services fall into three main categories:

Optic fibre connections to buildings

Metro backhaul

High sites for microwave and other wireless services

To support these services, the City offers two related services:

Co-location of equipment in switching facilities

Cross-connects between the City’s network infrastructure and the clients’ network infrastructure

Optic fibre connections to buildings

The City will lease a pair of optic fibres to an operator on an existing cable between a connected building and the nearest switching facility. If an operator requests to lease fibre to a building that does not have a municipal cable, the City may install one, subject to certain conditions.

The monthly lease tariff is determined by the straight-line distance between the building and the switching facility. A single rate is applied to fibre pairs for all buildings within a circular area around each switching facility, with potential discounts available for volume.

The connectivity pricing for the area around each switching facility varies based on its location within the metro. For instance, the tariffs for area sizes in business districts are smaller compared to those in under developed areas.

The first building connection provided to each operator once a lease is signed, includes a 100Mbps backhaul service at no charge for the first 24 months. This backhaul service can be used to manage traffic from additional building connections as they are added. Each access fibre pair can be actively monitored for an additional fee.

The City offers bulk discounts to service providers with five or more building access connections.

Metro backhaul

Traffic from any connected building can be transported to a service provider’s network using either a Virtual Private LAN Service (VPLS) or Virtual Private Network (VPN) operating between all in-service switching facilities across the metro. These services are offered at a range of speeds from 100Mbps to 10Gbps.

The tariff is based on the capacity of the service offered. The City of Cape Town fibre route is available upon request.

High sites for microwave and other wireless services

Many of the City's switching facilities are equipped with masts/high sites that are suitable for mounting microwave and other wireless equipment. Fibre connectivity to these switching facilities are also available.

The tariff is based on the height or location of the masts/high sites. A list of high site locations in the City of Cape Town can be provided upon request.

Co-location of equipment in switching facilities

Cabinets are available for lease at each switching facility to host equipment for managing traffic within and between buildings, as well as connecting to other networks.

Each switching facility is equipped with EPS power, UPS power, fully fuelled backup generators, access control, CCTV security, fire suppression, and secure remote access.

The tariff is based on the co-location services provided. A list of City of Cape Town switching facility locations can be provided upon request.

Cross-connects between the City’s network and your network

The City will install a physical cross-connect cable between a licensed service provider's data centre and the nearest City switching facility, subject to conditions. This cable can be leased to transport backhauled traffic to an upstream network.

Cross-connect cables are already in place for several commercial data centres that offer network peering facilities, including Teraco Data Centre in Newlands and the Internet Solutions data centre on Bree Street, Cape Town CBD.

Terms of use and tariffs

All these services to commercial service providers are subject to a service level agreement.
