District Six local neighbourhood plan

We have developed a local neighbourhood plan, also known as a Local Spatial Development Framework (LSDF), for District Six to help re-establish the area. The LSDF was approved by Council on 31 May 2023.

About the District Six LSDF

While the City is not involved in the District Six restitution process, we are responsible for the LSDF, as well as approving land use and building plan submissions.

The purpose of the LSDF is to formulate a spatial vision for the future District Six. It includes policy guidelines, required projects, and shows the spatial restructuring in the area, as well as the integration within the district and the surrounding areas.

The National Department of Rural Development and Land Reform is responsible for redeveloping District Six and constructing houses for the beneficiaries.

We collaborated with the District Six community, as well as other residents and interested groups throughout the development of the LSDF. The collective input from everyone helped us to create the public open spaces of District Six, including how they look, how they are used, and how they connect us with one another, and with the surrounding neighbourhoods.

Community meetings

During the process, we hosted meetings online and made venues available for residents to attend in person where possible.

The Public Realm Strategy

'Public Realm' is a term used to describe the publicly owned places and spaces that are free and open to everyone, including streets, squares, forecourts, parks and open spaces.

We have developed a Public Realm Strategy for District Six to promote new growth in the area. The strategy informed the development of the Local Spatial Development Framework (LSDF) for District Six and the implementation of a prioritised public space flowing from this process.
